Study On Road Passenger Transport Safety Management Assessment Of A City-Based On Formal Safety Assessment Methodology

Since the 18th CPC national congress,the CPC central committee raised safety in new political height,keep emphasizing the concept of safety development.But with the acceleration of transportation modernization,the safety risks increase,especially of the road passenger transportation.The enterprises are trying to ignore or selectively relax safety management,since the passenger flow suffer consecutive decline and their business benefits continuously reduced with the impact by other travel modes.How to prevent safety risks and strengthen safety management has became the top priority of the administrative department.As the administrative department of road passenger transport industry,the lack of a system of prior security risk identification and management,the traditional and unsystematic ex post management model,are both making them difficult to adapt to the development of new formats.The impact of various risks can not be evaluated targeted,the cost-benefit analysis of safety management measures is not available,and it is hardly to maximize the benefits with the same input.Based on the above problems,this paper try to identify and analyze risks of the road passenger transport industry by using the Formal Safety Assessment method(FSA),which is often used in the maritime field,then establish the evaluation index system of the four dimensions,which include personnel,vehicle,enterprise and management.Finally,apply this index system to A City.In terms of the current situation,the safety management of A City's road passenger transport industry still have the following problems: the enterprises still have too many violations,the personnel of administrative department are in a low proportion,the equipment of vehicles needs to be updated and the honestly and credibility level of enterprises needs to be improved.In order to improve the safety management level of A City's road passenger transport industry,there are three most cost-effective measures: strengthening the safety inspection,enhancing dynamic monitoring,strengthening safety education and training to increase the integrity level of enterprises and drivers.Based on the above findings,this paper take FSA for reference and bring forward policy proposals in four main points: strengthening safety inspection,implementing integrity assessment,optimizing monitoring model and striving for comprehensive treatment in personnel and vehicles.
