With the rapid development of national economy, the issues of work safety in production have been increasingly growing during recent years, all kinds of production safety accident frequency occur, especially in mining, fireworks and other high-risk industries, attract the attention of the whole society. In addition, people’s demands of safety in production aggrandize along with the social progress, strengthen,at this stage, production safety work appear particularly important. In China, great importance always attaches to the supervision and administration of production safety work, especially since entering new century. To promote the ability of safety work, the government have increased the economic input and strengthened policy tilt, moreover accelerated the reform of the work safety institutions and broadened safety education or training. Generally speaking, work safety in production of have achieved great progress, but the current situation is not optimistic and this will impede the long-term development to achieve the aim of scientific and safe social construction.In this thesis, we choose non-coal mine safety work of Xiangtan city as the research sample, analyze the overall development of the current safety work, discusses the advantages and disadvantages of the supervision and administration of safety work system, study the difficulties and problems of the supervision works system, mainly focus on the analysis of historical data of production safety accidents of Xiangtan city non-coal mine industry. Afterwards, establish the fitting curve of production safety accidents based on the historical data of production safety accidents by using the Cftool toolbox of MATLAB, in this way, to obtain the predictive result accident data in the next few years.Thus, the study may predict the development tendency and probability of occurrence of non-coal mine safety accidents. Through research of safety accident prediction model, the aim is to provide new ideas and countermeasures in strengthening the supervision and administration of safety work or control the accidents.In this paper, several constructive conclusions about ideas and work patterns cone in study of the supervision and administration of safety work. The general idea to obtain the forecast results of the development tendency of the productive safety situation by analyzing the historical accident statistics, in this point,we have tried to carry out the mechanism optimization of the supervision and administration in productive safety work targeted, and we innovative bring up the supervision and administration model of expert third-party, in this work model, the productive safety experts’ professional knowledge and intelligence can make the maximized effort to check and find out the various potential safety hazards existing in workplace,in this way to guarantee the management and governance of the potential safety hazards covers comprehensive and they are effective. In addition, in this thesis, we strongly proposal the strategies to utilize modern technology, this will release the productivity of advanced science and technology, make up for the congenital deficiencies and other issues in the mining enterprise.The preliminary experimental exploration and research about non-coal mine safety supervision work of Xiangtan city shows that the ideas and work models proposed in this thesis has strong feasibility and efficiency in productive safety work, these research can not only provide reference for the supervision and administration of productive safety work in other areas and cities. But also offer some academic value for the research of productive safety work innovation and development.
