Research On The Reform Of Rural Collective Property Right System

Reasonable property rights arrangement and institutional structure is an important guarantee to effectively improve the utilization value of resources and realize the efficient operation of economy.The reform of rural collective property right system is not only the basic guarantee to improve China’s rural basic management and promote the development of rural collective economy,but also the major task of comprehensively deepening rural reform and realizing enriching the people and increasing income.While China’s rural property right system reform has successfully completed the phased objectives,how to promote the construction of modern rural collective property rights system,and according to the country to give farmers more property rights system policy,step by step to construct more rich modern rural collective property rights system with Chinese characteristics,become an important task of the new round rural reform development of our country.Based on the key points of Marxist property right theory,this paper expounds the guiding significance of Marxist theory to the reform of rural collective property right system from three aspects: property right system,property right structure and property right relationship,and systematically combs the change process and logical characteristics of rural collective property right system,Combined with the practical experience of the early reform pilot,deepen the discussion of problems,refine and analyze the case of property right reform in Yishui County,deeply summarize the typical experience of "Yishui model",and deepen the reform exploration from the aspects of system,elements,organization and operation,so as to provide important theoretical reference and value reference for perfecting China’s rural collective property right system.This paper mainly studies and explores the reform of China’s rural collective property right system from the following five parts:The first chapter is the introduction.This part chiefly innovates the basis and meaning of the topic,research status at home and abroad,research views and means,research innovation and deficiency.The second chapter is an overview of the theory of rural collective property rights.Based on Marx’s general theory on property rights,this part points out the guiding significance of Marxist theory to the reform of rural collective property rights system in three aspects: property rights system,property rights structure and property rights relations.The third chapter is historical investigation and reform status of rural collective property right system.On the basis of reviewing the history of rural collective property right system,this part briefly introduces the key links and logical characteristics of the current property right reform,and focuses on the main difficulties faced by the property right reform.The fourth chapter is the case analysis of rural collective property right system reform in Yishui County,Shandong Province.Taking the "Yishui model" appearing in the reform of property right system in Yishui County as a typical example,this part summarizes the experience of property right reform in Yishui County from the aspects of main practices and remarkable achievements.The fifth chapter is the countermeasures of deepening the reform of rural collective property right system.In view of the difficulties faced by the current property right system reform,combined with the case analysis of the "Yishui model",this part puts forward corresponding suggestions and measures from the system level,element level,organization level and operation level,so as to further deepen the property right reform.
