Optimization Of The Reform Plan Of Rural Collective Property Rights System In Yuyang District

Since the reform and opening up,unprecedented changes have taken place in China’s rural areas.The disposable income of villagers continues to increase,and the savings of villages and towns increase year by year,but the countryside is still a weak area of China’s economy.The report of the 19 th National Congress of the Communist Party of China pointed out that "agriculture,rural areas and farmers" has always been the top priority of the Party’s work,and the implementation of the rural revitalization and development strategy.China’s rural revitalization emphasizes rural capitalization,but capital to the countryside does not necessarily bring benefits.When capital and rural resources interact,it is easy to squeeze the interests of farmers,leading to a new round of commercial capital development in rural areas.Developing the collective economy is an important measure to narrow the gap between urban and rural areas and achieve common prosperity."Strengthening the construction of the rural collective economy" is an important strategic deployment to revitalize the countryside.In the context of the implementation of the reform of the rural collective property rights system,the continuous exploration of new models of rural economic development under the conditions of the market economy has a guiding and organizational role in the development of China’s rural economy and society.However,the actual situation does not fully meet the needs of development,or even runs counter to them.The reform of rural collective property rights system is one of the important strategies to promote the strategy of rural revitalization,but its real role is still unclear.In the process of the reform of the rural collective property rights system,various problems still emerge in endlessly.For example,the members of collective economic organizations are difficult to define,the management is difficult and the subject is not clear enough.In addition,China has been a large agricultural country since ancient times.Compared with a large population,China’s land resources are relatively insufficient and the contradiction between people and land is prominent.China’s land system has undergone decades of reform.Although remarkable achievements have been made,there are still many problems emerging,especially the unclear subject of rural economic property rights and low efficiency of land use.It has even become a fatal weakness that restricts the development of China’s rural economy.Therefore,this paper takes the Yuyang District Government’s promotion of rural collective property rights system reform under the perspective of rural revitalization as the research object,discusses the specific practices,related effects,existing problems and reasons of the district government’s promotion of rural collective property rights system reform under the perspective of rural revitalization,and further discusses the countermeasures and suggestions to enrich this theory.This paper takes the practice of the reform of the rural collective property rights system in Yuyang District under the strategy of rural revitalization as the research object.First,it introduces the relevant concepts,investigates and analyzes the current situation and effectiveness of the reform of the property rights system in Yuyang District under the strategy of rural revitalization;Secondly,using the research methods of literature research,case analysis and field research,this paper analyzes the problems and causes of the reform plan of rural collective property rights in Yuyang District under the strategy of rural revitalization;At last,we should use the advanced system reform strategies of other regions for reference to propose the countermeasures for the problems in the reform plan of rural collective property rights system in Yuyang District under the strategy of rural revitalization.According to the research,the reform of property rights system in Yuyang District has achieved remarkable results under the strategy of rural revitalization,but there are still some problems in the reform,such as the cadres and the masses have doubts about the reform,the standardization of the reform is not high,the work efficiency in the reform process is not high,the operation experience of collective economic organizations is insufficient,and the sustainable development of village collective economic organizations is facing challenges after the reform,The reasons for these problems are that some grassroots cadres and villagers do not have a good understanding of the reform,the system is not perfect,the basic work of the reform is not sufficient,the lack of professional management personnel and the limited sustainable development of collective economic organizations after the reform.Through analysis and reference to domestic reform strategies,it is proposed to increase policy publicity,improve relevant systems,do a good job in the basic work of reform,pay attention to talent training,strengthen the protection of rural collective economy,promote the relevant strategies of rural collective economic development,improve the countermeasures of rural property rights reform in Yuyang District,and comprehensively promote the steady implementation of the rural revitalization strategy.
