In recent years,the CPC central committee and the state council have paid great attention to the reform scope of the rural collective property rights system,which aims to define the property rights of collective assets,and give farmers the right to share the collective economic organization members'ownership and increase their property income,and then put forward the standard of reform and the development suggestions.This paper mainly adopts the interview method to investigate 12 pilot counties(cities and districts),including Daxing in Beijing,Nanhai in Guangdong,Minhang in Shanghai,etc.,and study the reform theory and policy of rural collective property right system.The main conclusions are:(1)The unit of collective economic organization.Adjust measures to local conditions and historical basis.According to the original collective assets,the corresponding collective economic organization can be established in different levels,such as township level,village level,group level to manage collective assets and to develop and expand the collective economy.(2)Definition of members of collective economic organizations should take comprehensive consideration to the factors,such as household registration,rural land contracting and management rights,contributions to the accumulation of collective assets,etc.,and then define the organization membership with the principle of open democracy and justice.(3)Asset and capital verification should distinguish asset types and cover the whole with grasping the key point,comply with the laws and regulations,public the programs and implement the management of ledger accounts.Redefining the fuzzy property rights of the collective assets.Eligible villages can choose third-party assessment and Adopt information traceability managemernt.(4)For the equity setting,the collective equity setting should further define the ownership of the holders,managers of the collective shares and usufruct of collective shares,and create favorable conditions for the withdrawal of the collective shares;There are the average and the difference methods of equity coefficient in equity setting,and which one chosen by the villagers should be according to the village situation.(5)For equity management,the village with external pressure is inclined to choose equity static management mode,while the internal pressure one tends to choose the dynamic management of equity or dynamic combination management mode.(6)For the realization of the power of the shares.At present,there are 6 kinds of power in the member's equity.The willingness to withdraw from stock rights in pay is not strong,and the way of stock ownership inheritance is not clear,mortgage and guarantee are difficult to carry out.To promote the development of the rural collective property rights trading market,it is necessary to strengthen training,financial support,professional personnel training and trading system innovation,etc.(7)For the effective form to achieve the new type collective economic development.Considering the characteristics of the assets of the collective economic organization,it is an effective form to develop the collective economy by choosing the following ways,such as land flow transformation,industry driven,resource development,property service,cooperative service,asset operation and so on.(8)For deepening the reform of the rural collective property rights system,the issues,such as understanding the reform of the rights of collective assets,laws and regulations of collective economic organizations,collective stock setting,shareholding power circulation,choice of the mode of equity management,incentive mechanism of collective economic organization,separation of political and social affairs in the development trend of collective economic organization,etc.,are still to be further studied and discussed.
