Research Of Rural Collective Property Rights System Reform

In recent years,reform has played an important role in the sustainable development of rural economy and society.The reform of rural collective property rights system is an important system reform to further strengthen and deepen rural reform,facilitate the integration of urban and rural areas,and enhance the development and innovation vitality of modern rural areas.The party and the state government attach great importance to the reform of the rural collective property rights system.Four groups of rural collective property rights system reform pilot units approved by China have successfully promoted the reform and achieved fruitful results.However,in the process of deepening the reform,there are many problems hindering the process of reform,such as the accelerated growth of the total amount of rural collective assets,the increasing complexity of rural population structure,the shortage of grassroots management talents,and the loopholes in rural financial supervision.Therefore,it is of great significance to thoroughly study some outstanding problems in the process of reform,analyze the causes and put forward effective and feasible solutions.According to the theory of modern property right and the theory of stock system reform,this paper explains the relevant concepts of rural collective property rights system reform.On the basis of summarizing the basic process of the reform of the rural collective property rights system in China,combined with the practice of the reform of the rural collective property rights system in M Town,Zibo City.Through the construction of evaluation index system,this paper introduces the reform process of M town in detail,and expounds the effect of the reform on M town from three aspects of system,economy and society.Some innovative ideas and methods in the reform process of M town are worth learning from,but there are some typical problems that need to be improved.This paper introduces the problems existing in M town's reform from five aspects:personnel ideological understanding,clear collective property rights,definition of' organization members,separation of government and society,and promotion of capable people,and analyzes the causes of the problems in depth.Put forward reasonable countermeasures and suggestions for the reform,through mobilizing the subjective initiative of cadres and masses,clarifying the rural collective property rights,optimizing the definition standards of membership,clarifying the relationship between the collective economic organizations and the grass-roots political power organizations,improving the talent introduction and training mechanism and other measures,to provide suggestions for the further deepening of the reform of the rural collective property rights system.It is hoped that through the in-depth study of the reform of rural collective property rights system can provide effective reference to M Town,other regions and even the whole country from the perspective of practical operation.
