Evaluation On Farmer Satisfaction And Influencing Factors In Rural Collective Asset Management In Hualong District,puyang City

In order to solve the increasingly prominent problems of "Problems of agricultural and rural peasants",General Secretary Xi Jinping put forward the great strategic deployment of rural revitalization in the report of the 19 th CPC National Congress in 2017.In order to implement this strategy,the country began to continue to promote the reform of the rural collective property rights system to provide institutional supply and policy impetus for rural revitalization.As an important part of rural collective property rights reform,rural collective property management,with the deepening of the reform of rural collective property rights system,the original collective assets management mode has been unable to meet the needs of rural collective assets management under the new situation,and the management of rural collective assets has encountered new problems.Therefore,it is imperative to further strengthen the management of rural collective assets.This paper through the literature research,understand the current at home and abroad about the main research content of rural collective assets management,foreign research mainly include agricultural economic organization management,asset supervision theory and property rights theory,domestic research mainly from the rural collective assets management,equity management,operation management and supervision and management,etc.Combined with the local rural assets management regulations,the concept of rural collective assets and rural collective assets management is expounded.In this paper,on the basis of literature research,combined with the field investigation,based on internal control theory,the principal-agent theory,this paper introduces the Hualong district of Puyang city and the overall situation of the rural collective assets,lists the Hualong district rural collective assets management,the main problems existing in the rural collective assets management are analyzed.Taking the collected data of 201 questionnaire survey of rural residents in Hualong District of Puyang City as an example,through the perspective of correlation analysis,factor exploratory analysis and regression analysis,the main factors affecting the satisfaction evaluation of farmers in rural collective assets management in Hualong District are analyzed.Through the above studies,the following conclusions are drawn: the evaluation of rural household satisfaction in rural collective asset management is affected by various factors,mainly in four aspects.The influence from strong to weak is asset operation ability,democratic participation,system construction,and asset supervision.Among them,asset operation ability,system construction and asset supervision have a positive impact on the evaluation of farmers ’satisfaction in rural collective asset management,and democratic participation has a negative impact on the evaluation of farmers’ satisfaction in rural collective asset management.Finally,according to the research conclusion,the following suggestions to improve the management level of rural collective assets: to promote the construction of rural collective assets management system;to innovate the collective assets management mode;to establish the improvement of talent training and introduction system;to strengthen publicity and education,to increase democratic participation;to improve the supervision mechanism and supervision,to help the development of rural collective assets management in China.
