Rural collective asset management is related to the survival and development of township collective, the rapid development of the rural economy, the achievement of the interests of all rural farmers.Ensure township collective asset integrity and security, on the basis of efficient management of rural collective assets to realize the value, is the major problem of the asset management personnel and village cadres facing. From simple to strengthen supervision to comprehensive reform, the introduction of market mechanism, is the inevitable trend in the solution to this dilemma. Therefore, we must proceed from the actual development of township and village collective assets, adjust measures to local conditions, to be scientific and effective suggestion decision-making, innovation of township collective asset management, in order to promote the sustainable development of the rural collective economy, finally to achieve win-win situation of township, the collective and the masses.In this paper, take Zhangjiagang City Yangshe Town for example, by using the method of integrating theory with practice, based on the analysis of Yangshe town township collective asset management on the basis of the status quo, combined with the author’s working practice, explore Yangshe town on the problems existing in the township and village collective asset management, and further analysis the reasons, finally to collective asset management under the environment of market economy as the key point, put forward effective feasible countermeasures and Suggestions, in order to help township collective asset management. Through analysis and research, Zhangjiagang Yangshe town collective asset management exist the problem of assets parameter registration not complete, management level not high, the democratic supervision hard in place, incomplete management mechanism, the reason for this is that property right registration is not complete, lack of an effective incentive mechanism, the heavy burden of social public, legal system is not perfect, the implementation of the management is not in place, supervision of the implementation is not in place, and the training of management personnel lack of practice and ways, the regulation does not reach the designated position, and the inadequate management personnel training,and so on and so forth. at the same time, the paper also points out the effective management of township and village collective assets both promotes the development of social productivity, and can guarantee the interests of the collective assets obtained respectively. By the end of it, in combination with the actual situation of Zhangjiagang Yangshe town, put forward to strengthen legislation, from the property right clear, improve the collective asset management and supervision mechanism, perfect the organization structure and operation mode of township collective asset management countermeasures such as, township and village collective asset management in order to achieve the purpose of efficient and orderly management.
