Countermeasure Research On Identity Verification Dilemma Of Rural Collective Economic Organization Members In Tianjin

After the identity confirmation of rural collective economic organization members has undergone the self-promotion stage and the pilot specification stage in Tianjin,now it has entering a critical stage of comprehensive promotion.Agricultural departments and rural collective economic organizations are surveyed in Baodi District and Binhai New District by questionnaires and interviews.The paper Sorts out the effectiveness of the identity confirmation of rural collective economic organization members in Tianjin,which mainly includes relatively complete policies,adequate preparations,orderly work,and high participation enthusiasm and participation rate of the villagers.Although the significant achievements have been made in this work,there are still some difficulties that deserve our attention,such as the legislative and policy dilemmas,the subject dilemma including the competent authorities,village cadres and villagers,and the process of identification.Relevant countermeasures and recommendations in view of dilemmas are put forward,including improving legislation and policies,raising the quality of relevant staff,improving the ability and efficiency of work,actively guiding villagers to understand the identity confirmation policy to increase the awareness of self-governance,formulating the criteria of the identity confirmation by the democratic consultation,strengthening the enforcement of the members identification results,in order to further create a good environment for full swing of the identity confirmation of rural collective economic organization members,which has important theoretical and practical significance to speed up the reform of the rural property rights system in Tianjin.
