Research On The Strategy Of The Intellectual Property Information Service Of Universities With The Collaboration Of Multiple Subjects

The innovation and advancement of science and technology is an issue that need to be taken into account in the process of building an economic powerhouse in China.The progress of science and technology cannot be separated from the creation,application,implementation and protection of intellectual property.China has attached great importance to intellectual property,elevated it to a national strategic status,and established the goal of a strong intellectual property country.Universities are the main places for scientific and technological creation and output,and their services for the management and protection of scientific and technological innovation achievements have greatly promoted the development of China’s intellectual property cause.The development of IP information service in colleges and universities involves many subjects,so investigating and studying intellectual property information service in colleges and universities,clarifying the relationship and problems among subjects,and proposing the implementation strategy of IP information service for universities with the collaboration of multiple subjects will help to enhance the social functions of libraries,reinforced the services of intellectual property information,promoted the quality of intellectual property services,and fostered the reformation of intellectual property outcomes.Based on the service contents,service responsibilities and service targets of the subjects involved in the collaborative development of university intellectual property information service system,this study extensively reviewed domestic and foreign literature,conducted extensive network research and interview research,comprehensively analyzed the current service status and synergy status of the 60 national university intellectual property information service centers,and found that these centers investigated had the problems of unbalanced regional development,lack of effective service coordination mode within the universities,insufficient cooperation among external entities,and lack of stable service guarantee mechanism in service and coordination exist.This study proposes the implementation strategy of the IP information service of colleges and universities with the collaboration of multiple subjects in view of the existing problems,including perfecting the service system,enhancing the synergy of the main body;optimizing the management mechanism,stimulating the vitality of the service body;strengthening regional collaboration,promoting the balanced development of services;and improving the guarantee mechanism,ensuring the efficient operation of services.
