Analysis On The Current Status Of Intellectual Property Information Services In University Libraries In Heilongjiang Provinc

At present,the national innovation ability has developed into one of the elements of its core competitiveness.Among them,the innovation ability represented by intellectual property rights has become the focus of national development in recent years.China attaches more and more attention to intellectual property,and emphasizes the importance of intellectual property in the development of the new era in the 20 th and14th Five-Year plans respectively.As a professional information service institution,university library intersects with intellectual property service in its business field.Therefore,the data service to university library is not only in line with the functional positioning of university library,but also can meet the demand of contemporary society for intellectual property information service.Taking University Libraries in Heilongjiang Province as the Survey Object,remove does not contain intellectual property information services and open time less than a year of university library,the rest of the five university library intellectual property information services and accepted five university library intellectual property information service of teachers and students and campus staff to implement investigation and analysis.In this paper,in order to accurately grasp Intellectual Property Rights of University Libraries information service in Heilongjiang province,the integrated use of network research,questionnaire survey,interview research,specific research content including basic services,also contains the content of the deep information service,including patent navigation,information warning and strategic layout,summarizes the intellectual property of university library development existing problems,such as resource allocation is not abundant,talent quality to strengthen,service content homogeneity,etc.And with the new public service theory,system management theory as the theoretical basis,in fully considering the Heilongjiang province Intellectual Property Rights of University Libraries information service to carry out the present situation and development needs,for these corresponding strategies and suggestions are provided for the problem,such as perfecting the management system,diversified service content,improve resource utilization,realize multilateral cooperation,etc.It is expected that the paper can promote Corresponding strategies and suggestions are provided for the construction of intellectual property information services in universities libraries in Heilongjiang Province and promote the innovative development of Heilongjiang Province.
