Research On Intellectual Property Information Service Of Strategy University Library Based On Wechat Public Account

With the continuous improvement of national scientific and technological innovation capability,intellectual property rights have become an important resource for innovation and development.In recent years,the State Intellectual Property Office and the Ministry of Education have jointly issued a number of policy documents,stressing the need to actively promote the construction of intellectual property in universities and strengthen the awareness of intellectual property service in university libraries.In March 2019,the first batch of National Intellectual Property Information Service centers for universities were selected.A total of 80 universities in three batches will be selected by mid-2022.The investigation and analysis of the current situation of intellectual property information service provided by Chinese universities libraries in the wechat public account will help to promote the construction of intellectual property information service of universities,optimize the service function of the library public account,and promote the innovative development of universities.By means of network survey,this study investigated the intellectual property information service in the wechat public accounts of three batches of university libraries,analyzed the column setting,release time,service content,tweet data and tweet reading volume,and found that there were some problems in the intellectual property information service in the wechat public accounts of university libraries.Almost all the university libraries in the survey have opened official public accounts to provide intellectual property information services.However,due to the differences in the comprehensive strength of the university,the importance of the library and the rules and regulations,there are differences in the intellectual property information services carried out by university libraries through public accounts.Secondly,through questionnaire survey,this study conducted a survey on university staff and student groups to obtain the satisfaction and demand of university teachers and students on the current intellectual property information service provided by the library’s wechat public account.Finally,according to the research situation,this paper summarizes the existing problems of intellectual property information service under the wechat public account of university libraries,and puts forward corresponding countermeasures combined with case analysis.The research found that the intellectual property information service of university libraries based on wechat public number has some problems,such as imperfect service system,single service path,weak consciousness of innovative service,incomplete service content,insufficient team construction and imperfect management mechanism.In view of the above existing problems,this paper discusses from the aspects of service objectives,paths,means and contents,and puts forward some suggestions on constructing multiple service platforms,creating characteristic resource services,setting up first-class columns of intellectual property rights,emphasizing diversified publicity,emphasizing title optimization,perfecting management mechanism,optimizing incentive system,strengthening librarian literacy level and optimizing operation team,etc.The aim is to provide a new development direction for other Chinese university libraries to carry out intellectual property information service relying on wechat public account.
