In recent years,various emergencies occur frequently in the world,especially the earthquake disaster caused huge loss of life and property,making emergency management become the focus of attention of all countries in the world.As an essential part of emergency management,the efficiency of emergency resource scheduling determines whether the commanding decision-maker can develop an effective resource coordination plan to figure out emergencies after emergencies,minimize the harmful effects of emergencies and ensure the safety of people's lives and property.Resource allocation and resource transportation are two key issues affecting the efficiency of emergency resource dispatching.This paper makes a thorough study on them.The main work is as follows:(1)Aiming at the problem of emergency resources allocation,this paper studies the problem of emergency materials allocation in any time window by using the time window to transform the problem into a static one.Firstly,by analyzing the influence of scene factors on the demand of emergency materials,the scenario factors are measured by the relative similarity method,and the optimal material dependency is screened by the evaluation index.The weight is used as the input of the system;considering the rescue time,effect and efficiency,the optimal allocation model of multi-objective emergency supplies is established and the algorithm is designed to solve the problem.The results show that the model can provide better material allocation scheme for decision makers;(2)Aiming at the transportation problem of emergency resources,this paper studies the route problem of emergency resources distribution vehicle after the distribution of materials within a certain time window.Considering the vehicle type limitation in the transportation network,the road blocking repair and Road accessibility are analyzed.The effect of reliability on the route is analyzed.A bi-objective optimization model of emergency material distribution path is established,and a priority neighbor crossover operator is designed to improve the genetic algorithm.The validity of the model is verified by an example.The results show that the model can provide better vehicle routing distribution scheme for decision makers.The research results of this paper have been applied in the national key research and the development plan,which has a certain practical significance for improving the effect of emergency resource scheduling and provides a certain theoretical basis for emergency management decision-making.
