In recent years,various natural disasters occurred in our country,especially the large-scale natural disasters occurred frequently,which caused great casualties and economic losses.Emergency material is the material basis of emergency rescue,in order to ensure that the emergency rescue activities carried out smoothly,the relevant functional departments must quickly formulate emergency supplies scheduling scheme is effective and reasonable,provide emergency supplies to the the affected point,and meet the demand of the disaster sites of the material,so as to greatly improve the effect of emergency rescue.Therefore,how to construct the emergency supplies scheduling model is scientific and effective to fast,efficient and economical security material allocation will become the key issues of emergency scheduling.Multiple emergency material dispatching problem often has restrict the goal of each other,and is a typical multi-objective optimization problem.But,the previous to solve multi-objective optimization problem,using the simple linear weighted method,the multi-objective problem is transformed into single objective problem,it is difficult to reflect the nature and characteristics of the multi-objective problem,so the paper does not introduce preference in the solving process,equal consideration for the target in the model,and obtain a set of Pareto optimal solution set,it is conducive to the decision makers of the emergency supplies scheduling scheme to select the different of the emergency supplies scheduling scheme according to the actual demand of emergency material dispatch,and the perspective of multi-objective optimization model and its algorithm were studied for emergency supplies scheduling problem.This article main content is as follows:First,according to the characteristics of the actual large-scale natural disasters occur,establish emergency supplies scheduling under the nonlinear continuous supply and consumption,for more realistic,based on previous research,save points model is transformed into a two level save points model,according to determine the relationship of distribution center real-time inventory and its critical inventory,realize double-layer linkage between the output rescue points,at the same time,competition and of the high cost problems of the point of material affected to solve the emergency supplies scheduling mode of the multi hit points,multi output rescue points,multi levels,according to the affected points'consumption curves consumption curve will be divided the entire rescue process into a plurality of stages,then the model regarded the scheduling to minimize total cost and the whole of the earliest reaction time as the optimization target,build a nonlinear continuous supply and consumption of the double emergency supplies scheduling model.Then,according to the characteristics of emergency supplies scheduling model linkage between the multiple target and the multi-level,based on the standard of artificial bee colonyalgorithm(ABC),improved the multi-objective artificial bee colony algorithm(MOABC)based on opposition-based learning and comprehensive learning for solving the multi-objective problem optimal solution based on Pareto.Based on the opposition-based learning,the opposite number has been redefined,and select which to study according to the generated random number of the new solution,the convergence speed and solution accuracy of the algorithm has been greatly improved.Finally,according to the simulation experiments of the different scale size model,by comparing the MO ABC algorithm with the standard ABC algorithm,simulation result indicates that the model and algorithm in the realization of two coordinated goal of the overall reaction time and emergency supplies scheduling costs at the same time,get a group of Pareto optimal solution set.And through the discussion and the analysis the value of the opposition-based learning probability,the comprehensive learning probability and population on the influence of the experimental results,and analysis the number of the solutions on Pareto front and the uniformity measure,simulation results verify the validity of the model and algorithm are reasonable.
