Public libraries are an important part of the socialist public cultural service system.Their sustained and healthy development is of great significance for promoting the construction of a modern public cultural service system in China.In recent years,the state and government agencies have issued multiple policies to promote the development of public libraries.Local governments at all levels have also formulated a series of policies related to the development of public library services based on local conditions.These policies have effectively guided the continuous development of public libraries,but the speed and level of development of public libraries in different regions are uneven and there are significant differences.Therefore,building and developing public libraries is one of the important responsibilities of the government.The government should fulfill this responsibility by establishing a sound and effective policy system for the development of public library services,and providing policy support for the scientific and long-term development of the public library industry.To address the significant regional differences in the development level of public library services,it is necessary to study the regional effectiveness differences of the public library policies issued by the government,and explore the optimization path of public library government policies applicable to different regions to promote the coordinated development of public library services.In order to investigate the regional differences in the effects of public library policies enacted at different levels of government,a vector autoregression model was used to measure the development of public libraries in the three major regions of China(the East,Central,and West regions)in response to the impact of policies from both the central and local governments.The study found that the regional effects of public library policies enacted by different levels of government varied.Based on this,20 public library policies were taken as case studies and a clear-set qualitative comparative analysis was used to study the optimization paths of public library government policies.The study found that six policy tools-facility networks,resource guarantees,service efficiency,funding guarantees,team building,and planning management-were important policy factors.However,funding guarantees and facility networks were the core conditions,while resource guarantees,service efficiency,and planning management were important auxiliary policy tools.Ultimately,three government policy optimization paths were identified to promote the development of public libraries,including funding guarantees as the main driver with resource guarantees as auxiliary tools;facility networks and funding guarantees as the main drivers with service efficiency as the auxiliary tool;and facility networks and funding guarantees as the main drivers with planning management as the auxiliary tool.
