Research On Data Collection Of Effectiveness Evaluation Of Public Library In China

In 2018,China promulgated the public library law of the People's Republic of China,which clarifies the responsibilities and assessment requirements of the government and public libraries from a legal perspective.This law provides a strong guarantee for China to continuously promote the construction of public libraries.At present,the construction of public libraries in China has changed from quantity construction to quality construction,and efficiency improvement is an important method for maximizing its effectiveness and value.The improvement of public library performance requires not only reliable performance evaluation,but also a stable and reliable data foundation to provide a basis for improving the efficiency of public libraries in the post-evaluation era.The article aims to present data collection indicators and implementation strategies for public library effectiveness evaluation for reference in data collection practice of public library effectiveness evaluation in China.The article firstly expounds the data collection connotation,effectiveness evaluation characteristics and requirements of the public library effectiveness evaluation and the relationship between the two,as the theoretical basis of the data collection index for the evaluation of the effectiveness of public libraries in China,and sorts out the public libraries at home and abroad.Data collection practice of effectiveness evaluation and analysis of data collection indicators of public library effectiveness evaluation at home and abroad,as a reference for the data collection indicators for the evaluation of the effectiveness of public libraries in China.Then,according to the characteristics of public libraries as public welfare social service institutions in China,starting from two aspects of public input and construction and social benefit and output,this paper selects data acquisition indicators of efficiency evaluation of Public Libraries in China,and points out the key issues of data acquisition of efficiency evaluation.Finally,from the four aspects of data acquisition,data collection quality management,data sharing,data release and normalization data collection mechanism of public library effectiveness evaluation,the data collection and implementation strategy of public library effectiveness evaluation in China is proposed.
