| As the level of social and economic development continues to rise,the material needs of the public are being met to an unprecedented degree,while spiritual and cultural needs are also growing.Since the digital age,the widespread use of the Internet has gradually influenced the methods and forms that the public takes when consuming cultural products and services,resulting in more convenient ways to disseminate cultural resources.The public has become more demanding in terms of access to cultural resources than before.Public cultural service institutions represented by libraries,archives and museums(LAM)share commonalities in terms of resource advantages,work content and service objectives,and share the important responsibility of providing public cultural services for the state and the public,and the inescapable responsibility and mission of building public digital cultural resources in the context of the digital era.In recent years,the research and practice on LAM cooperation and public digital cultural resources construction have become a topic of great concern for domestic and foreign academics and public cultural service institutions.There is an urgent need to explore the inter-library cooperation perspective of LAM in building public digital cultural resources and solving the problem of "information silos" caused by the growth of digital resources.This paper takes “public digital cultural resources” as the main subject of research,based on the perspective of “interlibrary cooperation”,adopts literature research and web-based survey,etc,and carefully composes the current situation of research on interlibrary cooperation and public digital cultural resources at home and abroad,summarizes the specific research contents,and defines the concepts of interlibrary cooperation and public digital cultural resources.It also defines the concepts of interlibrary cooperation and public digital cultural resources,and explains the necessity of LAM’s participation in the construction of public digital cultural resources in terms of scattered and disordered resources,inherited social memory,and growing public spiritual and cultural needs.The feasibility of LAM’s participation in the construction of public digital cultural resources is discussed in terms of policy guidance,resource advantages and hardware and software support.Taking “LAM cooperation projects +public digital cultural resources construction projects” as the research thread,we select LAM public digital cultural resources construction projects in several countries around the world for research,analyze the cooperation situation and project themes,and summarize the feasibility of LAM public digital cultural resources construction projects from four levels,including resources,management,technology,and services.On the basis of this,we analyzed the National Diet Library Search(NDL Search)project in Japan from four aspects: project overview,project cooperation organization,project content and project structure.Finally,in the light of the current situation of public digital cultural resources construction carried out by LAM in China,the obstacles and shortcomings faced in the project construction are analyzed,and some countermeasures and suggestions beneficial to the public digital cultural resources construction project carried out by LAM in China are proposed,with a view to improving the quality of public cultural services and the level of interlibrary cooperation in China,and providing support for the in-depth study of digitization of public cultural services.Taking into account the situation related to public digital cultural resources construction projects in China,this paper summarizes the following suggestions:(1)increase the common construction and sharing of digital cultural resources with local characteristics;(2)strengthen the exchange and cooperation of public digital cultural resources construction subjects;(3)build a cross-disciplinary public digital cultural resources integration system or platform;(4)develop diversified publicity and promotion channels;(5)strengthen the construction of talent teams and broaden the sources of funding. |
