With the continuous growth of China’s economy and the transformation of industrial structure,cultural and creative industries have gradually formed a value chain.In 2016,the general office of the State Council forwarded the notice of the Ministry of culture and other departments on Several Opinions on promoting the development of cultural and creative products of cultural and cultural heritage units,so as to encourage cultural and cultural heritage units such as public libraries to promote the development of various cultural and creative products by relying on the cultural resources in their collections.With the rapid development of science and technology,cultural and creative industries also need to explore new development directions,and digital cultural creation came into being.The 14 th five year plan for national economic and social development of the People’s Republic of China and the outline of long-term objectives for 2035 clearly put forward the need to promote industrial digital transformation,promote the deep integration of digital technology and the real economy,enable the transformation and upgrading of traditional industries,give birth to new industries,new business forms and new models,and expand the new engine of economic development,so as to build a new picture of a better digital life.For public libraries,whether they can grasp the opportunity of developing digital cultural innovation is related to their own cultural value,social value and future development.Compared with public cultural resource institutions of the same type as museums and art galleries,the current development progress of digital cultural innovation in public libraries in China is relatively backward,the research on the development and promotion of digital cultural innovation products is relatively limited,and the relevant discussion is superficial and not deep enough.Therefore,it is more necessary to study the digital cultural and creative products of public libraries.Starting from reality,this paper mainly adopts the methods of literature research,case analysis and investigation.Firstly,through the introduction part,this paper expounds the background,research purpose and significance,research status at home and abroad,then makes a relevant overview of digital cultural and creative products,expounds the process mode of the development and promotion of digital cultural and creative products in public libraries,and points out the significance of developing digital cultural and creative industry in public libraries.Secondly,through the investigation of the development of digital cultural innovation in China’s National Library and 31 provincial public libraries,and further analysis of the research results,and through the comparison with other similar cultural institutions,this paper points out the problems existing in the related work of digital cultural innovation in public libraries.Then it summarizes the influencing factors of the development and promotion of digital cultural and creative products in China’s public libraries,and summarizes that the internal influencing factors are talent reserve and copyright ownership,and the external factors are capital source,audience group and technology application.Then,according to the above factors,this paper puts forward suggestions on the development strategy of digital cultural and creative products of Public Libraries in China,that is,the corresponding talent training mode and working system,the solution to copyright problems,the way of fund acquisition,the key points for user needs and the development mode of innovative products.Then it also puts forward the promotion strategies corresponding to the influencing factors,that is,promotion marketing,rational use of copywriting and public relations talents,copyright protection means,cross-border cooperation,broadening publicity channels and innovating transaction methods.Through the above-mentioned strategy clarification and analysis,it is expected that with the further development of social economy,science and technology,it can give enlightenment and related workflow ideas to other levels of Libraries in China in the future.
