A Study On Standard Systems For Digital Service Integration Of Public Cultural Agencies

In recent years,our country has been dedicated to the standardization of basic public culture service.With the rapid development of standards related to public digital cultural service,it has been a significant trend for public digital cultural service to be integrated.However,the existence of inconsistent standards and specifications has become an obstacle for the cooperation between public cultural agencies.Under such background,this thesis takes the behavior of digital service integration of public cultural agencies as research object,and employs multiple research methods including literature research and on-site survey,to perform research on the construction of standard system for digital service integration of public cultural agencies.In this thesis,the theoretical framework of the standard system for digital service integration of public cultural agencies is firstly designed and discussed based on the theories of standardization,systems,life-cycle,and information resource allocation.The proposed framework includes the concept layer,the regulation layer,the design layer,the development layer,the application layer and the evaluation layer.The concept layer discriminates the definition and character of the standard system for digital service integration of public cultural agencies;the regulation layer discusses restraining factors in the design of the standard system,including its object,motivation,foundation and principals;the layers of design,development and application are keys of this research.The study on the evaluation layer is limited to a brief analysis on application-level evaluation of the standard system.(1)The design layer:construction conditions are analyzed from aspects of state,research and standard achievements.The viewpoints,guideline and methods for the construction are determined.The construction viewpoints include dimensions of property,grade,level and content.The construction guideline is progressive from system hypothesis to system formation.The construction methods are combination of top-down decomposition mapping and bottom-up aggregative derivation.(2)The development layer:based on the four-dimension viewpoints,a standard system framework with a top structure consisting basic standards,digital resource integration standards,digital service integration standard and management standards is constructed.Meanwhile,the system of standard content for public digital cultural service integration is determined by studying public digital cultural integration standards,standard systems of digital cultural service content and standardization models.The key standards and priorities of the construction of the standard system are then determined to include metadata standards and terminology integration standards.This is performed through topic domain determination,quantitative analysis on related standards and survey on experts in cultural standardization.The implementation strategy of metadata integration includes unifying metadata format and employing interoperation technologies.Besides,the organization technology strategy is also proposed.It is advised in this thesis for the terminology integration standards that a powerful thesaurus ought to be built to improve the query efficiency of public digital service platforms.And in this layer,the documentation system for standardization is also designed and the problem of missing copyright pages in current standards is proposed and solved.Besides,the advice of widely employing reference examples in standard documentations is proposed.(3)The application layer:the characters of the application model of the standard system for digital service integration of public cultural agencies are extracted from aspects of factors that effects application,the process of application and the application methods.The application cost and social effects of the integration are also discussed.The bottle-neck in the application and possible strategies are discussed.From the viewpoint of application,an application evaluation model is built that consist of evaluation entities,evaluation content,evaluation indicators,evaluation process and evaluation management.
