The"National Public Library Career Development Plan of the"13th Five-Year Plan"period promulgated in 2017"inherited the spirit of the"People's Republic of China Public Culture Service Guarantee Law"and the national"13th Five-Year Plan"period for cultural development,emphasizing the state The government uses public facilities and places to provide cultural activities for citizens,and it also cultivates citizens' cultural awareness,spiritual cultivation and values through citizens'participation in public cultural activities.An important part of the construction and development of the public cultural service system is the construction of the public library service system.The Public Library Law of the People's Republic of China,officially implemented in 2018,marks the country's emphasis on public cultural services to a new level.On the one hand,the market competition mechanism should be introduced in the process of building a public cultural service system,enriching the strength of participating in the construction of a public cultural service system,encouraging social forces and social capital to participate;on the other hand,national and local policies support the rapid development of the public library industry and the needs of the company's own development and other factors to promote social forces to actively participate in public library services.The promulgation of a series of policies and regulations and the development of domestic and foreign economy have provided the development direction and motivation for social forces to participate in public library services.The cooperation between the government and the society in the field of public library services has provided a new development path for the development of public culture,and promoted the emergence and improvement of a new model of political and social cooperation.This paper uses the method of literature survey,network survey and comparative analysis to study the cooperation mode of public library service supply and society,and the development status and motivation of social power service in public library service.Research on the mode of cooperation and development,explore the problems existing in the mode of cooperation between the government and the society,and propose targeted development strategies.This article mainly includes six parts:the first chapter,the introduction.The introduction discusses the research background and significance of public library service supply government cooperation,and explains the core concepts of this paper in the context of domestic and foreign research:public cultural services,public library services,political and social cooperation,government purchase model,PPP Model and volunteer service model lay the theoretical foundation for the discussion of this paper.In addition,the introduction part also introduces the research ideas,contents,methods and innovations of this paper.The second chapter,the research part of the cooperation between government and society in the context of the supply of public library services in China,introduces and analyzes the status quo of political and social cooperation,including infrastructure construction and organization management,the role of the main body and the dynamic mechanism.Model cases provide data and theoretical support.Chapter ?,case analysis.According to the characteristics of the cooperation model between the government and the society,the "City Study Room"in Wenzhou City,Zhejiang Province,the Guangzhou Public Library Branch in Guangdong Province and the featured reading space in Xicheng District of Beijing,from the development status of public cultural space,infrastructure construction,the management model and social evaluation analyze the three modes of political and social cooperation.Chapters 4 and 5,according to the second and third chapters,analyze the patterns and specific cases of political and social cooperation and propose problems and suggestions in the process of model development.The sixth chapter summarizes and forecasts the full text,points out the areas to be perfected,and expenditures the future development direction of public libraries.
