Research On The Evaluation Of Digital Resource Acquisition Project In KM Polytechnic University Librar

As a guarantee institution for the literature demand of teaching,scientific research and discipline construction,the annual digital resource procurement of university libraries is one of the important tasks of libraries.However,college liabilities superimposed the impact of the COVID-19 have made the procurement funds that are not surplus increasingly tight.How to use the limited funds to purchase and evaluate digital resources scientifically and reasonably plays an important role in understanding the use of digital resources,optimizing the collection construction,improving the service effect and improving the service mode of university libraries.This paper first expounds and summarizes the development status quo of the evaluation indicators and evaluation methods of digital resources in colleges and universities at home and abroad,providing relevant theoretical basis for the evaluation of digital resources procurement projects in university libraries.Secondly,it introduces the composition of digital resources of university libraries,government procurement methods and university library digital resources procurement models,analyzes the project procurement management process,and clarifies the necessity of digital resources evaluation in the procurement project process.Thirdly,on the basis of setting up 5 criteria indicators and 24 network level indicators for the evaluation of digital resources of university libraries and their mutual influence,the network structure model for the evaluation of digital resources of university libraries is constructed by using the network analysis method.Then,use Super Decisions software to obtain unweighted super matrix,weighted super matrix and ultimate super matrix of each index weight,and determine the weight of each evaluation index.Finally,the evaluation model of digital resources is applied to the evaluation of the procurement project process to verify the effectiveness of the evaluation model and provide decision-making basis for the next year’s digital resources procurement project.Based on the above research work,this paper draws the following conclusions:(1)For the evaluation of digital resource procurement projects of university libraries,we should not only evaluate from a single index,but should establish a set of evaluation index system and evaluation model.(2)In the evaluation model of digital resource procurement project,the use evaluation of digital resources and the cost evaluation of digital resources are the key evaluation indicators of procurement projects.(3)Strengthening and improving the evaluation of digital resource procurement projects can understand the use efficiency of digital resources,improve the scientific and normative nature of digital resource procurement,and provide a basis for library management decisions.(4)It is suggested to explore a new procurement mode and strengthen the construction of library consortia for digital resource co construction and sharing to reduce procurement costs.It is suggested that special functional departments should be set up to promote and train the purchased digital resources,so as to improve the use efficiency of digital resources.It is also suggested that a subject librarian system should be established to enhance the in-depth and personalized service capabilities of university libraries.
