Research On Libraries In Nanning Universities And Colleges Participating In Surrounding Rural Public Cultural Service Construction

Under the background of rural revitalization stratagem,China pays attention to the construction of rural public cultural service system.However,the construction and distribution of public cultural service resources between different regions are difficult to be affected by local economic development.The gap between urban and rural development makes it impossible for rural areas to obtain a balanced distribution of cultural resources.In2021,the Ministry of culture and tourism put forward the 14 th five year plan for the construction of public cultural service system,and clearly pointed out that one of the main tasks of the construction of public cultural service system in the new era is to vigorously promote the construction of national public cultural service system,urban-rural integration,and narrow the gap between urban and rural public cultural service resources.Based on the theoretical analysis of public goods,this paper holds that the university library has the characteristics of quasi public goods,and the functional scope of the University Library coincides with the cultural services for the inheritance and dissemination of cultural resources in the public cultural service system.Under the condition of meeting certain needs,the university library can change into quasi public goods and participate in the construction of public cultural services.Based on the characteristics that the new campuses of colleges and universities in Nanning are mostly close to villages and towns,and the current situation that the University Libraries in Nanning lack the enthusiasm to open to the outside world,this paper studies the feasibility,obstacles and optimization strategies of Nanning University Libraries’ participation in the public cultural services of surrounding villages and towns.The campus of Nanning university is located near the township area,and the library of Nanning university has some experience in opening to the outside world.Therefore,taking Nanning University Library as a typical case,this paper explores the current situation and problems of Nanning university library opening to the outside world,and uses questionnaires to investigate the surrounding township residents,and analyzes the specific needs of Nanning township residents for university libraries.From the three aspects of government,University Library and township residents,this paper analyzes the problems of policy,funds,management and demand in Nanning University Library’s participation in public cultural services,and puts forward corresponding optimization strategies from the perspective of government and university library.The government should strengthen the policy guidance of public cultural services,alleviate the problem of operating funds of university libraries with government purchases,and catalyze the transformation of university libraries to quasi public goods;The university library should start from itself,enhance the public cultural service consciousness of the university librarians,strengthen the service construction for the readers of the township residents,strengthen the external publicity,innovate the public cultural service mode,and form a public cultural service mechanism that is more in line with the public needs;University libraries can also form alliances with public cultural service institutions such as public libraries and rural bookstores,so as to jointly build and share resources and supplement the construction of public cultural service resources.Form a public cultural service supply mode dominated by policies,supported by university libraries,serving Township readers and jointly constructed by various parties,and promote the integration of urban and rural public cultural services.
