Research On The Development Of Library Alliance Based On The Equalization Of Public Cultural Services,A Case Study Of Nanning

Public cultural services is not only an important part of the socialist advanced culture, but also important for the cornerstone building of the socialist core value system. The undersupply and non-equalization public cultural services at this stage become the most prominent problems. To ensure citizens’ basic cultural rights and interests and meet the civic and cultural needs, the central government put forward a requirement to speed up the cover-whole-city construction of public cultural service system, also to achieve the equalization of the requirements. Public library is one of the important providers of public cultural services, in addition to the main force of public cultural services’ equalization’s construction, which has duty-bound to contribute to the new round of Harmonious Culture. In recent years, our government and the public library community has carried out a great amount of work and research in the purpose of public cultural services equalization. It provides a new thought for public libraries to seek public cultural service equalization. This topic will focus on the role and shortcomings of the Library Alliance in contributing the equalization of the public cultural service. Based on theoretical basis of this study, including the research of characteristics of the domestic and international library Union, and take the construction of Nanning urban-rural integration joint library as an example, along with using the systems theory, statistical and other related tools, to analyze which equalization of public cultural services degree that Nanning Library Alliance can provide. On the basis by conclusion of contributing to public cultural services equalization’s advantages of Library Alliance, to point out the difficulties for Library Alliance in layout, funding, management and supply, also to propose a plan of establishment of legalization speeding up, financial investment equaling, new type resource allocation system building, as well as talent construction and service system framework, to explore a suitable Library Alliance development system for our conditions with the aim of achieving public cultural services equalization.
