| Since media convergence has risen to the national strategic level,in order to promote the in-depth integration of grassroots media,all localities have made great efforts to explore the reform and development path of county-level converged media centers.Driven by the national top-level design,most of the county-level converged media centers aim to create a "basic mainstream public opinion position,a comprehensive service platform and a community information hub",and gradually transform their media functions into "news + government + service + business".Through function expansion,so as to guide and serve the masses better.This aligns with the goal of modernizing grass-roots social governance by "sinking the focus of governance,social resources,precise and refined services to the grass-roots level." In view of this,scholars have begun to explore the important role and function of countylevel converged media centers as public service platforms from the perspective of grassroots social governance,and have studied the construction and development path of county-level converged media centers from the aspects of meaning value,role positioning,model construction and case analysis.However,it should be emphasized that few studies have explored the construction and development of county-level converged media centers from the perspective of collaborative governance in grassroots social governance.This study is based on the theory of collaborative governance in this context,and it clarifies the importance of county-level converged media centers participating in collaborative governance by sorting out the development context and construction status of county-level media in our country.Simultaneously,the representative countylevel converged media centers in Hubei Province are studied from the perspective of collaborative governance,using literature research and in-depth interviews to sort out the problems that exist in the construction of county-level converged media centers in Hubei Province.The research then analyzes and summarizes the typical experiences of the construction of the Anji County Converged Media Center in Zhejiang Province,the Liuyang City Converged Media Center in Hunan Province,and the Yumen City Converged Media Center in Gansu Province from the perspective of collaborative governance,using the comprehensive model framework of collaborative governance.From the standpoint of collaborative governance,this study recommends a specific optimization path for the building of county-level converged media centers in Hubei Province based on the comparison and summary.The following are the specifics:The first part is the introduction.First of all,the background and significance of this research topic are introduced,and the important value of this research is clarified.Secondly,it sorts out the research status at home and abroad from three aspects:collaborative governance,county-level converged media centers,and county-level converged media centers from the perspective of collaborative governance.It also explains the core concepts of grassroots social governance,collaborative governance,media convergence,and county-level converged media centers.On this basis,the collaborative governance theory and its applicability are introduced in detail,and the research model framework is selected to lay the foundation for subsequent research.Finally,clarify the research ideas and methods,research innovations and difficulties of this research.The second part is an overview of the construction of county-level converged media centers and the significance of participating in collaborative governance.First and foremost,it methodically sorts out the development context of the county-level media in our country,as well as the five major stages of development: starting to attach importance to the construction of county-level newspapers,establishing The "big speaker propaganda network",the establishment of the "four-level platform" system and policy,the gradual advancement of governance and rectification,and the planned building of converged media centers at the county level.It also highlights the current building state of county-level converged media centers from the three aspects of development status,role function,and development mode.After a comprehensive review and summary analysis,the significance and value of the current county-level converged media center’s participation in collaborative governance has been clarified from the four dimensions of politics,economy,culture and society.The third part is about the status quo of the construction of county-level converged media centers in Hubei Province from the perspective of collaborative governance.Combined with literature research and in-depth interviews,from the perspective of collaborative governance,we mainly select Chibi City Converged Media Center(national pilot unit),Zigui County Converged Media Center(provincial pilot unit)and Yiling District Converged Media Center(other unit)for analysis,and the construction of county-level converged media center in Hubei Province from the perspective of collaborative governance is clarified.The status quo problems mainly include insufficient environmental matching and adaptability,and the restrictive effect is obvious;the correlation between the collaborative subjects is weak,and the collaborative coupling is poor;the collaborative perception and awareness are relatively weak,and the synergistic effect is not strong;there is a lack of typical collaborative models,and the collaborative behavior is limited;there is a lack of typical synergistic behavior,and the scope of synergy influence is limited.The fourth part is the experience and reference from outside the province in the construction of county-level converged media centers from the perspective of collaborative governance.The typical experiences and measures of the Anji County Converged Media Center in Zhejiang Province,the Liuyang City Converged Media Center in Hunan Province,and the Yumen City Converged Media Center in Gansu Province are analyzed and summarized using the comprehensive model framework of collaborative governance,which includes the five aspects of external environment,collaborative motivation,collaborative engine,collaborative behavior and collaborative consequences.By summarizing their respective synergistic experience and advantages,it provides a reference for the subsequent optimization of the path of participation of county-level converged media centers in Hubei Province from the perspective of collaborative governance.The fifth part is the optimization path for the construction of county-level converged media centers in Hubei Province from the perspective of collaborative governance.In light of the current state of collaborative governance in the construction of county-level converged media centers in Hubei Province,as well as the construction measures and typical experiences of county-level converged media centers in other regions outside the province,corresponding optimization strategies are proposed on the basis of comparison and summary,based on the four aspects of external environment,collaborative motivation,collaborative engine and collaborative behavior.In terms of the external environment,it is necessary to improve the supporting environment for collaborative governance to enhance the external thrust of collaborative governance;in terms of collaborative motivation,it is necessary to gather consensus on social development at the grass-roots level and enhance the internal driving force of collaborative governance;in terms of collaborative engine,it is necessary to optimize the collaborative governance mechanism and promote the active participation of various subjects;in terms of collaborative behavior,it is necessary to play an active role of individuals to improve the execution of collaborative governance.The sixth and final section is the research conclusion and prospects.Summarize the core points of this research and highlight any flaws
