Research On The Construction Of Sichuan County-level Convergence Media Center From The Perspective Of Media Governance

In the era of mobile Internet,the application of new media technology has changed people's media usage habits,and great changes have taken place in communication pattern,public opinion environment and media environment.Under the background of advancing the modernization of the national governance system and governance capacity,the media system,as one of the subsystems of society,is closely related to the political life of the country and the daily life of the masses.It is worth considering to explore the actions,processes and governance logic of media governance.With the theoretical support of media integration theory,media social responsibility theory,new public management theory and deliberative democracy theory,this paper combs the present situation of the construction of county-level media convergence centers in Sichuan,combined with the field investigation of W and J counties in Sichuan Province and Q district in Chengdu,Sichuan Province,and finds that there are some problems in the process of participating in grass-roots social governance,such as lack of linkage in news production process,inadequate guidance of public opinion,large construction funding gap,insufficient hematopoietic capacity and low public service level.There are many reasons for the above problems,but the biggest problem is still the institutional obstacles.The county-level media convergence center is an important helper for local county-level party committees and governments to conduct grassroots social governance,and its core function is public opinion guidance and public service.To achieve the above functions,it is necessary for all departments in the county to establish an effective communication and coordination mechanism.However,at present,hierarchical and departmental administrative barriers in China hinder data sharing among various departments,so it is impossible to push grassroots social governance to a deeper level.In addition,the lack of talents in the convergence media center and the backward concept of media communication are also a major constraint to the construction and development of the county-level convergence media center.In view of this,this paper argues that the construction of county-level media convergence centers should start from strengthening the top-level design and improving their own media literacy and hematopoiesis ability: first,we should strengthen the top-level design,establish a sound information feedback mechanism and an efficient departmental linkage mechanism,uniformly allocate the resources of the whole region,exchange needs and provide accurate public services;Secondly,it is necessary to improve the media literacy of media workers,and change their ideas and jump out of the propaganda-based thinking,and position themselves as one of the main bodies of grassroots governance,and improve the talent training mechanism,and borrow ships to go out to sea;Finally,it is important to explore diversified business extensively,explore the mode of "media+e-commerce",and integrate county resources with policy dividends to provide a solid backing for the development of media convergence center.
