A Comparative Study Of The Construction Path Of The County-level Financial Media Center Under The Background Of Modernization Of Grassroots Social Governance

On August 21,2018,Comrade Xi Jinping pointed out at the National Conference on Propaganda and Ideology Work,"We must do a good job in the construction of county-level media convergence center to better guide and serve the people." After the multi-faceted top-level integration and the independent exploration of grass-roots media,the media industry has officially ushered in a nationwide convergence of grass-roots media.The construction of the county-level media convergence center has been proposed from 2018.By 2020,the first stage of "listing" has been basically completed,and then how to develop and how to "better guide the masses and serve the masses" at the county-level media center become an urgent problem to be solved.With the advancement of the modernization of the national governance system and governance capacity,the social governance function of county-level media convergence center at the grass-roots level has been paid more and more attention.It is clearly pointed out in the construction standard of "county-level media convergence center" issued by the central propaganda department that the county-level media convergence center should not only play the media function of the grass-roots media well,but also actively expand the "news+" function,become the hub of grass-roots social governance and open the "last kilometer" supporting platform of grass-roots social governance.Because of China's vast territory,great economic and cultural differences,and the multiple attributes of the media itself,the choice of the construction path of the county-level media convergence center becomes a complex social problem with multiple inducements.Based on 50 cases of construction of county-level media convergence center established by the central propaganda department in the whole country,this study adopts the method of clear set qualitative comparative analysis(csQCA),and focuses on the influencing factors and county-level media convergence center to choose the way to realize the modernization of grass-roots govemance.Based on the theoretical research and field research findings of existing scholars,this study constructs five conditional variables,starting time,platform selection,subject participation,economic development and online government service,and a result variable of grass-roots social governance platform.According to the set theory and Boolean logic,the causality variable coding and csQCA operation are carried out respectively,and the univariate necessity analysis and variable combination effect analysis are carried out.The three main ways to realize the basic social governance platform in the county-level media convergence center are the construction path of integration,platform autonomy and nesting.First of all,integration path is the most important and universal way to affirm the effect of multi-subject participation in the construction process.Secondly,the other two paths can realize the grass-roots social governance function of the county-level media convergence center.Finally,through the actual analysis of the investigation cases,the construction and operation of the county-level media convergence center needs to achieve the "decentralization" of the county users after the"decentralization" of the Internet the provision of "localized" content and services.From the perspective of grass-roots social governance,this paper answers how to build county-level media convergence center,and how to expand the basic social governance function of county-level media convergence center.Although the exploration of these questions is relatively preliminary,to some extent,it has developed the research of county-level media convergence center,which has certain theoretical significance.QCA method is introduced into the research of county-level media convergence center for the first time,and three development paths for county-level media convergence center to realize social governance platform are analyzed,which is of innovative significance in research methods.At the same time,the paper also responds to the practical needs,pointing out the direction of building county-level media convergence center into a grass-roots social intelligent governance platform,which has practical significance.
