Research On The Development Of County-level Converged Media Center From The Perspective Of Social Governance

Since the 19 th CPC National Congress,the CPC Central Committee has attached great importance to the integrated development of traditional and new media.General Secretary Xi Jinping said in a speech at the National Propaganda and Ideological Work Conference held from August 21 to 22,2018:“We will do a good job in building county-level converged media centers to better guide and serve the masses.”Since then,the county-level converged media center construction has become an important fulcrum of the National Strategy,which indicates that the media integration in our country is developing in depth,not only in the field of grass-roots media,but also in the field of grass-roots social governance.This paper takes the county-level converged media center as the research object and puts it under the framework of social governance.From the perspective of Social Governance,the county-level media center plays the triple roles of social governance subject,social governance object and social governance tool,political Logic,social logic and media logic also run through its construction and development.Therefore,it is difficult to rationalize the internal logic of the development of county-level media center from the perspective of Social Governance.Subsequently,focus on the county-level media center in the three-logic-oriented functional integration,summed up its development of multi-functional,become the focus of this article.In the context of the modernization of the country's governance system and capacity,the county-level converged media center is positioned as a new platform for governance in the new era.However,in the process of construction and development,the county-level media center is also faced with the lack of the impact of the "four forces" play,subject to the objective factors resulting in weak governance,lack of institutional norms leading to anomie.In this regard,the author combines the current situation,from the initiative,cooperation,strengthen the supervision of these three aspects of the corresponding countermeasures.
