Research On The Current Situation And Countermeasures Of Archives Received By Municipal And County-level National Comprehensive Archives Based On The Range Of Reception

The purpose of the specialized research on the current situation of the archives receiving of the municipal and county-level Comprehensive National Comprehensive Archives based on the range of reception,is to attract the attention of the archives administrative departments and the archival academia to the front-end control of the current municipal and county-level National Archives in the archives management,so as to improve the theoretical research results of the archives receiving range of China’s national archives,and help all kinds of archives to establish a scientific evaluation system for the receiving and management of archives by the national archives,It is also of great significance to deepen the research on the construction and management of archives resource system in China.Using the methods of document analysis,interview outline design and field investigation,this paper investigates 15 municipal and county-level archives and 10 institutions in Hunan Province in order to obtain the supporting data of this research.It is found that the current municipal and county-level archives have too large proportion of periodic archives,uncollected archives at the expiration of the transfer period,too large volume of deposited archives,less and nonstandard collection and purchase of non-state-owned archives,non destruction of expired archives,insufficient attention to the quality and benefit of archives;Through the statistical analysis of the survey data,it is sorted out that the main reasons for those problems include insufficient attention has been paid to the construction of the archives resource system,narrow coverage of the Whole File Theory setting,insufficient awareness of scientific and refined management,ineffective guidance and supervision of opposing archives units,inadequate supervision and inspection of expired archives,lack of legal support for the disposal of regular archives,etc.At present,the regulations on the range of archives receiving at all levels have a great impact on the municipal and county-level National Archives at the implementation level;The archives administration department should attach great importance to and study the range of archives reception,improve the remedial measures beside the Whole File Theory,speed up the formulation of policies for archives collection and purchase,also disposal of expired archives,and establish a scientific evaluation system for archives reception and management.It is not only enriches the archives collection,optimizes the collection structure and improves the management level of municipal and county-level archives,but also lays a solid foundation for the modernization and long-term development of national archives.
