Comparative Study Of The Existing Three National Construction Project Archives Management Demonstration Project In Yunnan Province

Archives of national and local major, key projects (hereinafter as "construction projects") are various categories of construction projects in the process of the documents and materials, including the project put forward, argumentation,geological exploration, the formation of each stage of the project design,construction, supervision and project acceptance data. Construction project archives is the real record and reflect of project construction, is the process of project management and engineering construction work and so on important basis, is the basis of construction project management and the important content of project quality management. Under the economic and social development pattern with Chinese characteristics, the implementation of construction projects is an important way to stimulate and promote the progress of science and technology, economic development, social prosperity.The development of the country cannot do without the construction of key projects, key project construction cannot do without the project archives management, the archives management work of construction project is an important work to serve the economic and social construction of archives,strengthen the management of construction project archives is an important responsibility of administrative departments at all levels of our country archives.Construction projects related to economic and social development of all aspects,project implementation units, professional field complex, each project organization and implementation of the project will face more than a dozen or even hundreds of professional field and the construction unit, archives management of every project is a new challenge for archives department the door and staff. Construction project management and control files, the National Archives and various industry authorities to develop a series of basic business rules, work requirements to promote the case for the proposed construction project at different times. However, with the rapid development of the national economic and social development, construction projects from the change of investment scale,technology level, construction speed, continue to put forward new requirements of archives management work. These years, the archives administration and teaching research departments attach importance to and strengthen the construction project archives work in-depth investigation and analysis, and provides a new basis and experience to develop the construction project archives management policy business norms of continuous improvement and reference.This paper takes Yunnan province existing three national key construction projects (i.e. Kunming Changshui International Airport construction, Anchu expressway construction, Dachaoshan Hydropower Station Construction)archives management as an example, through the collation and analysis of data,and the relevant personnel interviews, field surveys and other methods, comparative analysis the three project file management mode, business standard, and process control, to tease out the commonness and characteristics of three project in archives work. This paper thinks:the different sectors of the construction project archives management mode, service specification, process control of comparative analysis and research, is the basic construction project archives management theory construction. Among them, the scientific and reasonable、 in line with the actual needs of management mode, is the foundation of project archives management; system and perfect of business norms system, is the project archives management security;effective process control, project file management means; qualified staff team, is the key project archives management. According to the four points, this paper put forward their own views, and strive to make the analysis of contents, the conclusion can provide reference and support to continuously improve business norms for the file management of construction projects, policy, provide the beneficial reference for the construction project archives management.
