Research On The Operation Mechanism Of Cultivation Of High-quality Farmers Under Rural Revitalization

Rural revitalization should take precedence,and talent revitalization is the key to promoting the efficient implementation of the rural revitalization strategy.However,problems such as the imbalance of China’s rural population structure and the shortage of human resources restrict the speed of rural talent construction and the efficiency of rural revitalization.As an active labor force in the field of "three rural areas",high-quality farmers are the "main force" to improve rural human capital,attract external resources,promote the integrated development of agricultural technology,information,talents and other factors,and gradually become natural candidates for enhancing the competitiveness of China’s agriculture and rural areas.Therefore,it is urgent to vigorously carry out high-quality farmer cultivation actions,improve the quality and level of high-quality farmer cultivation,build a high-quality peasant team that is "literate,understand technology,good at management,and can manage",and promote the construction and comprehensive revitalization of rural talents.Based on this,under the background of rural revitalization,this study takes the development needs of farmers as the starting point and multi-subject coordination as the foothold,and constructs a relatively systematic and complete operation mechanism for the cultivation of high-quality farmers,so as to improve the operation effectiveness of high-quality farmer cultivation.Based on the field of rural revitalization,this study adopts literature research method,case study method and interview method,and uses human capital theory,collaborative theory and social network theory to carry out research on the operation mechanism of high-quality farmer cultivation.By analyzing the evolution of "professional farmer cultivation-new type farmer cultivation-new professional farmer cultivation-high-quality farmer cultivation",this study grasps the action path of high-quality farmer cultivation in China.Based on this,a representative W city was selected as a research case,and government managers,heads of institutions and high-quality farmers who were closely related to the cultivation of high-quality farmers were selected as interview objects,and combined with the interview content,the operation experience of high-quality farmers cultivation in the city in implementing cultivation tasks in accordance with regulations,two-way selection of cultivation institutions,focusing on cultivation guarantee efficiency,creating characteristic cultivation models,and carrying out quality monitoring and evaluation was discussed.The problems existing in the cultivation operation,such as insufficient multi-subject synergy power,low comprehensive quality of cultivation targets,low degree of precision in cultivation,and imperfect cultivation guarantee mechanism,were discussed,and the overall situation of high-quality farmers cultivation and operation in W City under the background of rural revitalization was presented.Furthermore,taking W City as a "reference model",absorbing its successful experience,reflecting on the cultivation problem,on the basis of following the principles of sustainable development,people-oriented,collaborative education and industrial main line of high-quality farmers’ cultivation and operation,macroscopically extracting the four constituent elements of high-quality farmers’ cultivation and operation: the main body of cultivation,the cultivation object,the cultivation environment and the cultivation medium,and exploring the synergistic relationship between each element participating in the cultivation,and with "systematic thinking" to build a set of sustainable circular operation mechanism.Using "systematic thinking" to build a set of sustainable cycle operation mechanisms,including goal-oriented mechanisms,policy-driven mechanisms,collaborative sharing mechanisms and constraint regulation mechanisms,and put forward strengthening strategies such as stimulating cultivation driving force,integrating cultivation cohesion,and improving cultivation divergence to promote the healthy and orderly operation of high-quality farmers.
