Research On The Promotion Path Of High-quality Farmers’ Education And Training Under The Rural Revitalization Strategy

The 19 th National Congress of the Communist Party of China first proposed the "implementation of rural revitalization strategy",The 20 th National Congress of the Communist Party of China emphasizes "comprehensively promoting rural revitalization",this is a major strategic choice to solve the problem of agriculture,rural areas and farmers in the new era,and also an inevitable requirement to solve the contradiction between the growing needs of the people for a better life and unbalanced and inadequate development.Xi Jinping pointed out that,the foundation of rural revitalization is talent revitalization.It is necessary to innovate the system and mechanism of rural talent work and fully stimulate the vitality of existing rural talents.Therefore,strengthening the development of rural human resources,focusing on cultivating high-quality farmers,and stimulating the enthusiasm,initiative and creativity of the majority of farmers are the top priority of rural revitalization in the new era.In recent years,with the rapid development of urbanization in China,a large number of high-quality and excellent rural labors have been flowing out.In some areas,there have been problems such as hollowing villages,aging population,and shortage of professional farmers.The shortage of talents has become an important obstacle to rural revitalization.The key to solving this problem is to cultivate high-quality farmers to stay in the countryside and engage in agricultural production,operation and management,so as to provide important talent support for rural revitalization.This research takes Fuyang District of Hangzhou City as a case,and comprehensively uses literature research,interview survey,questionnaire survey,comparative research and other methods to explore the path to improve the education and training of high-quality farmers under the strategy of rural revitalization.First of all,the paper summarizes the research background,significance and research status at home and abroad of the cultivation of high-quality farmers under the background of rural revitalization,and briefly expounds the main concepts and theoretical basis of the cultivation of high-quality farmers under the background of rural revitalization.Secondly,the author takes Fuyang District of Hangzhou City as the research object,combining the current situation of agricultural industry development in Fuyang District,the main practices and achievements of high-quality farmers’ cultivation,and the questionnaire survey of high-quality farmers’ cultivation in Fuyang District,The main problems existing in the cultivation of high-quality farmers in Fuyang District of Hangzhou City under the background of rural revitalization are analyzed as follows:Farmers have weak understanding and understanding of the cultivation of high-quality farmers;The unscientific setting of training content leads to the imbalance of training demand and supply;The training subjects are not diversified enough,the training faculty is weak,the post training tracking service is not in place and the training supervision is not effective,and the reasons are analyzed.Combined with the experience and innovative practices of the United States,Germany,South Korea and other developed countries,as well as some major agricultural provinces in China,analysis and summary of appropriate areas(counties and cities)to further improve the cultivation of farmers countermeasures.Under the background of deeply implementing the strategy of rural revitalization and strengthening the development of rural talents,the research results of this paper can not only provide theoretical and practical guidance for promoting and improving the education and training of high-quality farmers,but also have certain reference significance for other similar regions.
