Study On Status And Strategies Of Cultivation Of New Professional Farmers Under The Background Of Rural Revitalization Strategy

At present,the average quality of China's agricultural population is low and the trend of "aging","empty villages" of rural areas,low willingness of the new generation to farm and abandonment of cultivated land is increasingly intensified.The structural imbalance of urban and rural development has gradually become an inevitable major challenge in China's modernization process.On the other hand,rural areas and agriculture,with their huge population base,coverage area and economic potential,are just the "invisible engine" of China's economic development.Against the background of both opportunities and challenges,the country has put forward the strategy of rural revitalization and pointed out the clear direction of cultivating new professional farmers.Therefore,under the background of rural revitalization strategy,it is of certain research and application value to study the current situation and strategies of cultivating new professional farmers.On the basis of literature research,this paper firstly clarified and expounded the concepts of new professional farmers and rural revitalization,and took human capital theory,division of labor theory and Marx's theory of all-round development as the basic theories of this paper,and demonstrated the mechanism of new professional farmers' role in rural revitalization.Then the current situation of cultivating new professional farmers in China from the perspectives of the overall status,regional status and individual status was described and analyzed,and the main problems existing in the cultivation object,cultivation method,cultivation mechanism and cultivation policy were analyzed.After that,this paper introduces the modern farmer cultivation measures in the United States and Germany,and summarizes the advanced experience of the two countries.Finally,the paper puts forward the strategies of cultivating new farmers.In this paper,based on the research about not only the present situation of new professional farmers cultivating in China,but also practical experience and draw lessons from foreign vocational education of farmers,put forward the following countermeasures: from the perspective of cultivating object,proposed to cultivating object accurate positioning for the rural farming youth,migrant workers return home of farmers,decided to enter the rural entrepreneurship of all kinds of workers and universities graduates,family farmers,breeding,skilled talents,etc.;four cultivation principles are clarified: government leading principle,service industry principle,guidance and voluntary combination principle,step by step principle;the training mechanism should be improved from the following aspects: defining the classified education objectives of new professional farmers,training institutions,their cooperative ways and specific implementation modes,and gradually establishing the identification system of professional farmers.By eliminating the urban-rural dual system and improving the agricultural economic support policies,a good policy environment for cultivating new professional farmers should be constructed.
