To promote the coordinated development of cultural learning and physical exercise among youth,the General Administration of Sports and the Ministry of Education issued the Opinions on Deepening the Integration of Sports and Education to Promote the Healthy Development of Youth in 2020.in order to meet the diversified needs of students,the State General Administration of Sports,the Ministry of Education and the Development and Reform Commission issued the Notice on Enhancing School Sports After-school Services and Promoting the Healthy Growth of Primary and Secondary School Students,which emphasized the need to support after-school sports services in schools with full coverage and high quality.The launch of a series of favorable policies has pointed out the direction of development for school sports and provided an opportunity for the development of afterschool sports services.As a result of the new pneumonia,the physical health of students has once again become a hot issue of social concern.It is necessary to carry out "double reduction" work in an orderly manner and build a high-quality education system in order to promote the healthy physical and mental development of young people and accelerate the construction of a strong sports country.Under the "double reduction" policy,after-school service is a new way to educate primary and secondary school students as a new form of educational activity.Among them,after-school sports service is an important educational service to promote students’ physical and mental health,but there are still many urgent problems in the process of its implementation.This study intends to investigate the problems related to after-school physical education services to propose optimal strategies for promoting the construction of after-school physical education services in elementary school in Wuhan and promoting the physical and mental health and overall development of elementary school students.With the help of collaborative governance theory,stakeholder theory,review of relevant literature,and research methods such as questionnaires,case studies,and expert interviews,we analyze the current situation,problems and constraints of after-school physical education services in elementary school in Wuhan,and typical after-school physical education services in China,based on the clarification of the concept of afterschool physical education services.The study proposes an optimization strategy for afterschool sports services in Wuhan.The following conclusions were drawn from the study:(1)After-school sports services in elementary school in Wuhan have been fully implemented,but most schools have the real dilemma of insufficient sports resources,inadequate supervision of services,difficulties in coordinating multiple interests,and incomplete sports safety protection.(2)Based on typical cases of after-school services in China,four models of cooperation between schools and the outside world are summarized: "school-school combination" can alleviate the problems of insufficient teachers and single content in elementary school,but this model is prone to teaching stratification and fragmentation;"school-society cooperation" can guarantee the diversity of service content and solve part of the venue problem,but this model requires schools to inspect the community in advance and ensure that the school is the main body of after-school sports services;"schoolenterprise cooperation" can alleviate part of the teacher problem for schools and provide after-school sports service quality monitoring,but this model requires the government to evaluate the enterprises and select a group of high-quality enterprises for schools.However,this model requires the government to evaluate "after-school programs" in Japan and the United States,we can learn that: Japan fully mobilizes social resources,develops local characteristics,cooperates with multiple departments to achieve a win-win situation,and establishes a professional team to develop and supervise the service content;the United States has a well-developed policy,sufficient financial guarantee,and focuses on the on the current situation of elementary school in Wuhan,real-life dilemmas and domestic and international experiences,this paper proposes optimized strategies to promote the quality of after-school sports services in elementary school in Wuhan: pooling resources to supply a diverse curriculum construction system;layered supervision to ensure the quality of after-school sports service education;updating concepts to establish the concept of multi-party collaborative governance and co-education;and improving mechanisms to strengthen the safety prevention and protection system.
