The General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Further Reducing the Burden of Homework and Off-Campus Training for Students in Compulsory Education"(the "Double Reduction" policy),which sets out the requirements for after-school services in schools on July 24 th,2021.Elementary school in urban-rural fringe areas are an important part of China’s compulsory education system,and it is significant to do a research on after-school services in elementary school in these areas.This study selects the after-school service of W elementary school in Jiaozhou,Qingdao,which is located in the combination of urban-rural area.Through literature method,questionnaire method and interview method to understand the current situation of the after-school service of W elementary school in-depth from three perspectives: parents,teachers,and students.It can help us to find out the problems and the causes of the problems,and then propose countermeasures and suggestions in a targeted manner.To a certain extent,the analysis shows that W elementary school has solved the problem of children having no place to go after school by carrying out after-school service.However,there are also some shortcomings.Firstly,W elementary school does not fulfill its main responsibility and does not play a good role as the main channel in after-school services.Secondly,teachers are weak in their willingness to participate in after-school services,and their enthusiasm is not high.They participate passively.Thirdly,parents are not sufficiently involved in after-school services,and there are differences in their orientation and evaluation.At last,there is a lack of supervision and evaluation system for after-school services.There are four main reasons for the above problems.Firstly,the after-school service policy is vague and the school lacks subjective initiative in action.Secondly,the after-school service target is weakened,which affects the after-school service effect.Thirdly,parents’ participation in after-school service is low,which reduces the after-school service effect.At last,the lack of teachers affects the after-school service effect.According to the problems of W elementary school and drawing on advanced experience at home and abroad,we propose countermeasures and suggestions for the after-school service of elementary school in urban and rural areas.At first,the government must play the leading role.The government should improve the legal system and guarantee of after-school services,and allocate educational resources rationally.Secondly,based on the growth needs of students,formulate scientific and feasible implementation plans,strengthen teachers,improve after-school service quality,and give full play to the role of schools as the main channel.Last but not least,improve the cooperative education mechanism of school,family and society,expand after-school service space,and enhance after-school service effect.
