So far in 2019,an outbreak of pneumonia caused by a novel coronavirus has continued to spread in China,posing a serious threat to people’s lives and health.As China is facing such a large-scale infectious epidemic for the first time,and no effective way has been found to eradicate the virus or inhibit its mutation and transmission,the main way to prevent and control the epidemic in China at present is still through the community grassroots force to carry out nucleic acid screening,flow investigation and trace the source,isolation and rescue,and other traditional methods to fish dry and extinguish the disease.However,due to the specificity and complexity of the local community environment and community residents,community epidemic control and emergency response are very complicated,and it is difficult to rely solely on community self-organisation and the community voluntary service system to fully resist such a major public health emergency.The first part of this paper is divided into five parts,the first part is the introduction,mainly to explain the background,significance and objectives of this paper,compile the literature review of relevant studies at home and abroad,explain the research content,ideas and methods of this paper,and explain the theoretical basis and basic concepts of this paper,etc.;the second part mainly introduces the construction of the volunteer service system in H community of C city,respectively,from the residents’ situation and living environment,the local gathering In the third part,the problems of volunteer teams in major public health incidents were identified based on the construction of the volunteer system in the H community:(1)insufficient human resources for volunteer teams,which weakened the efficiency and quality of collaborative operations;(2)unclear division of responsibilities for volunteer teams,which did not form a closed loop for volunteer services;(3)no closed loop for volunteer teams.(3)The emergency response mechanism of the volunteers was not sound,and the activation and action of emergency events were not timely;the fourth part of the project was to design a plan for the construction of a permanent emergency volunteer team in H community,exploring specific measures for social workers to intervene in the construction of emergency volunteer teams from four aspects: team recruitment and management,division of responsibilities,emergency drills and incentive mechanism,and giving the members of the emergency volunteer team clear responsibilities after researching the construction of emergency volunteer teams and the demand for volunteer services.In the fifth part,we summarize and reflect on this study and consider that the problems found in the process of social workers’ intervention in emergency volunteer services in major public health emergencies are The main problems are(1)the psychological guidance of volunteers is easily neglected in the early stage,(2)the training of volunteer cadres is not effective,(3)the community recognition of social workers is not high,and the inspirations in the process of social workers’ intervention in emergency volunteer services in major public health emergencies are(1)to vigorously promote social workers’ intervention in community emergency volunteer services,(2)to improve the return visit mechanism of social workers’ intervention to enhance the sustainability of community volunteer services,(3)to establish a mechanism for social workers’ intervention in community volunteer services,and(4)to establish a mechanism for social workers’ intervention in community volunteer services.(3)Establishing an evaluation system for the effectiveness of social workers’ intervention in community emergency volunteer teams.
