The sudden outbreak of the new crown pneumonia is not only a public health incident,nor is it just a problem of grassroots governance,but also a social crisis.Social work and social work organizations with the purpose of helping people,saving difficulties and solving difficulties have played an important role in the practice of epidemic prevention and control.Their purpose of helping people to help themselves is in line with the people-oriented service concept,and they are familiar with the community,have a good mass base,and diversified service methods can also meet the diverse needs of residents,effectively helping public health emergencies.This paper takes the practice of social work organization F participating in the quiet period of the epidemic in S city as an example,and uses case analysis method,interview method and other research methods,combined with governance and good governance theory and Maslow’s hierarchy of needs theory,to study the process of social work organization F participating in public health emergencies.To explore the problems encountered by social work organizations in the face of public health emergencies,and how social work services can be effective and professional.The study found that F social work organizations carried out different stages of practice according to the situational and anti-epidemic work of epidemic promotion,assumed different service roles and provided different service contents,and achieved many results in practice.It has built a service model of "general work + professional services",breaking through the dilemma of social work organizations participating in epidemic prevention and control in the past,meeting the diverse needs of community residents,and promoting the diversification of community governance forces.However,there are also certain limitations,such as insufficient professionalism of social workers,lack of structural status of social work organizations in epidemic prevention and control,and services provided by social work organizations that cannot well meet the diversified needs of residents.Based on these limitations,the author proposes several measures based on the theory of governance and good governance,Maslow’s hierarchy of needs theory,and the practice of social work organizations in public health emergencies.First of all,professional social workers should change their own concepts,not only to provide professional services but also to do a good job in general work;Secondly,it is necessary to establish a linkage mechanism of "social workers + volunteers";Third,it is necessary to enhance the professionalism of social work;Finally,improve relevant systems to rationalize the intervention of social work organizations in public health emergencies. |
