At the beginning of 2020,a major public health event broke out unexpectedly in China.From the perspective of governance theory,in order to fully mobilize community resources to respond to public health emergencies and meet the needs of community epidemic prevention and control,it is necessary to give full play to the multi-subject functions of communities.However,due to the suddenness and urgency of the epidemic,many problems have been exposed in the process of community epidemic prevention and control.The solution of these problems depends on the community governance subject combining with the actual situation of the community,according to the change of the epidemic situation in a timely manner to complete the behavior construction of the community multiple subjects such as the government,streets,community social organizations and community residents.Only in this way can we maintain the normal operation of communities during the impact of major public health emergencies,thus helping to carry out epidemic prevention and control work at the grassroots level.This study takes the community governance project carried out by the social work institution of L as the research object,takes the governance theory as the theoretical perspective,and adopts the participatory observation method and interview method to study the practice of the social work institution of L in the governance of public health emergencies.Based on the actual needs of social work organizations to participate in the governance of public health emergencies,this study summarized and summarized the difficulties and advantages of social work organizations to participate in the governance of public health emergencies from multiple levels.On this basis,it analyzed and discussed the practical background,process and results of social work organizations’ participation in the governance of public health emergencies.Eventually for effective participation in social work institutions management put forward countermeasures and Suggestions,respectively is the perfect legal laws and regulations,and provide the practical guarantee social work institutions involved in governance,deepen mutual communication,build multivariate main body participation in governance long-effect mechanism,strengthen the self building,strengthen the social work institutions involved in governance capabilities,innovative online hybrid service mode,We will promote the application of the Internet Plus model,foster residents’ awareness of participation,and improve their ability to respond to emergencies.
