In the contemporary society of extreme material satisfaction,the public no longer focuses on the material needs,but the spiritual and sports needs develop rapidly,especially the diversified and personalized development of sports needs.It is far from possible to meet the growing sports needs of the public only with the efforts of sports administrative departments.Individual sports associations at all levels have unique advantages for sports public service distribution,but under the bondage of the existing project management center and the isomorphic system of individual sports associations,individual sports associations at all levels cannot truly operate independently or manage themselves,let alone quickly integrate into the market to provide sports service products to the society.Therefore,under the development process of the current era of industry association decoupling reform,the construction of small government and big society development model will eventually become the future trend of social development.Therefore,the physical development and reform of individual sports associations should be strengthened in the process of development in the field of sports,so that individual sports associations can be transformed into practical organizations with more driving force and development force,that is to realize the physical reform of individual sports associations.Through complementary advantages with government departments,it can bring more comprehensive and better sports services to the public,so as to promote the development of sports in the region.Based on this,the article USES the law of field survey and in-depth interview method,literature and other research methods,combined with the yangpu district tennis association materialization difficulties in business development,such as single business types,lack of innovation,limited training business,and single competition system.In order to further accelerate the concrete development process of Yangpu District Tennis Association,the following development paths are proposed according to the above difficulties:(1)In terms of organization and management,the first is to transform the functions of the government and delineate the scope of responsibilities of the government and the association.The government departments are mainly responsible for supervision and evaluation,and the
