Research On The Governance Innovation Of National Sports Federations In The Post Decoupling Era

The decoupling of national sports federation is not only the inevitable requirement of promoting the modernization of national governance system and governance capacity,but also the only way to build a strong sports country and a new sports development mechanism suitable for building a well-off society in an all-round way.It is not only an important way to promote sports development,but also a difficulty of reform over the years.In 2015,the general office of the CPC Central Committee and the general office of the State Council printed and distributed the general plan for decoupling trade associations,chambers of Commerce and administrative organs,marking the beginning of the reform of decoupling of national individual sports associations.Subsequently,three batches of pilot work of decoupling reform were carried out,and in 2019,the implementation opinions on comprehensively pushing the decoupling reform between industry associations,chambers of Commerce and administrative organs was issued,which requires that the national single sports association must complete the decoupling in 2020,marking that the reform and governance of the national Single Sports Association has entered the "post decoupling era"."Decoupling" is the image of the association's de administrative reform in the official documents.The decoupling reform has not only separated the national Single Sports Association from the subordinate relationship with the administrative organs,but also cut off the interest connection with the General Administration of sport of the people's Republic of China,which has changed the traditional advantages of the national Single Sports Association for resources.In the post decoupling era,the national individual sports association will gradually move towards socialization and marketization,with greater openness,significantly enhanced autonomy,autonomy and self-discipline,but also more stringent requirements for the organization itself.At present,the national single sports association faces the contradiction between the shortage of human resources and the professionalization and specialization development goal of the association,the contradiction between the pressure of the development fund source and the demand for high-quality service of the member units,the contradiction between the imperfection of the management and operation mechanism of the association and the contradiction between the authority and the demand for public trust,which brings a huge impact on the original operation mode and organizational culture We need to harness and innovate to make individual sports associations glow with new energy.Based on this,the governance innovation of national Single Sports Association in the era of decoupling after this study is the research object.Based on combing and integrating relevant theories and domestic and foreign research literature,this paper reviews the decoupling process of national Single Sports Association and the changes before and after decoupling.It uses the policy text analysis method to analyze the policy tools of decoupling of China's Single Sports Association Questionnaire survey and in-depth interview are used to analyze the development status and Governance Dilemma of the national single sports association which has been decoupled.Through case study,the paper analyzes the decoupled power of the national Single Sports Association and the governance mode of the foreign single sports association.Based on the above analysis and understanding,this paper puts forward the content,path and guarantee mechanism of governance innovation of national Single Sports Association in the post decoupling era.The main conclusions are as follows:(1)After decoupling,the management departments,responsibilities,and social network relations of the national Single Sports Association have changed significantly,and the autonomy,autonomy and self-discipline have increased significantly.The relationship between the government and the individual sports association has changed from "strong government and weak society" to "strong government and strong society",the dependence between the individual sports association and its member units has been strengthened,and the social network between the individual sports association and other subjects has been expanding.(2)The policy tool of national Single Sports Association decoupling is mainly compulsory,which shows the characteristics of "strong control and heavy standardization".The lack of top-level design and supporting programs,and the unbalanced use of policy tools limit the effectiveness of decoupling policy.(3)After analyzing the "five separations and five norms" of the national Single Sports Association after the decoupling,the paper concludes that the Governance Dilemma of the national Single Sports Association in the post decoupling era can be summarized as: the contradiction between the shortage of human resources and the professionalization and specialization development goals of the Association;the contradiction between the pressure of the development fund source of the association and the high-quality service demand of the member units;the governance and operation of the association The contradiction between the imperfection of executive mechanism and the demand of authority and credibility.(4)This paper takes the reform of Chinese Basketball Association as a typical case of national Single Sports Association decoupling,establishes its system dynamic model,and finds that the public consumption and participation in the basketball industry will affect the degree of the reform of Chinese Basketball Association in a limited way.Combined with the specific practice and achievements of the reform of China Basketball Association,the experience that can be used for reference by other individual sports associations is put forward.(5)Foreign individual sports associations have different governance models and structures.According to the different relationship between the government and the association,they can be divided into three types: social group oriented,government sector oriented,and government social cooperation.In the first mock exam,the organization and management of individual sports associations need to consider the development stages,history and culture of the sports industry.There is no uniform template applicable everywhere,but we can learn from some advanced experience.(6)Through the analysis of the Governance Dilemma,development power and development goal of the national Single Sports Association in the post decoupling era,this paper puts forward that the content of governance innovation should be: separation of government and society,governance according to law;rational consultation,collaborative governance;overall design,Classified Governance;technology empowerment,intelligent governance.Its governance innovation path includes: legalization,coordination,classification and intelligence.
