Research On The Path Of Survival And Development Of Sichuan Football Association Under The New Situation

With the promulgation of the general plan for the reform and development of Chinese football in February 2015,it marks a new round of reform of Chinese football.In the overall plan,the reform of football management system includes the separation of government and society,clear rights and responsibilities,and autonomy according to law.The reform of Football Association is the core content of football reform.The trial of decoupling between the Chinese Football Association and the General Administration of sport is a major breakthrough in the reform of the domestic system.Sichuan Football Association,as the first provincial Football Association separated from the local sports administrative department,is an important part of China's football system.It has an important mission of "sports power",and has its widespread importance and necessity.Taking the decoupling of Sichuan Football Association as the main research object,this paper analyzes the basis of the decoupling reform in the new situation,the motivation of the decoupling reform,the effectiveness of the decoupling reform and the problems faced by the survival and development of Sichuan Football Association by using the methods of literature,interview and comparative study.And through the comprehensive collation of the practical experience of foreign football management system(Britain,Germany,Japan,etc.)and the interpretation and analysis of relevant references,to promote the reform and development of Sichuan Football Association decoupling,which can provide reference and reference for the relevant researchers in various provinces and cities.Through the research on the decoupling reform of Sichuan Football Association,it is found that at this stage,Sichuan Football Association still faces some problems:(1)the lack of internal supervision mechanism of Sichuan Football Association;(2)the unclear functional orientation of Sichuan Football Association;(3)the lack of capital sources of Sichuan Football Association;(4)the lack of independent arbitration institutions.The research shows that: Sichuan football association takes the lead in the implementation of decoupling in personnel management,financial management and internal organization setting,and establishes the party organization;after decoupling,Sichuan Football Association has problems such as insufficient resources and dual identity of staff;clarifying the functional relationship among the government,association and market will promote the process of decoupling reform in Sichuan Province;Sichuan Football Association decoupling reform The reform is affected by many factors,and the separation of government and official affairs will be an important measure to promote the development of local football association.Based on this,the following suggestions are put forward:(1)improve the management mechanism of Sichuan Football Association;(2)define the functional orientation of the Football Association;(3)standardize the industry style and the construction of the rule of law;(4)expand the sources of funds of the Football Association;(5)strengthen the construction of hardware facilities;(6)vigorously implement the talent strengthening Association;(7)establish a diversified training mechanism and channel;(8)cultivate the "one specialty and multiple abilities" recovery He is a football talent.
