The Dilemma And Response Strategies Of Social Work Agencies In Public Health Emergencies In Shanghai

In the context of the outbreak of the novel coronavirus infection pneumonia in early 2020,NGOs,represented by social work agencies,played a great and special role in combating the epidemic.However,as the epidemic continued to recur,the ensuing downturn in economic development,declining government revenues and cuts in fiscal expenditure were a great crisis and challenge for social work organizations whose income structure relied heavily on government purchased services.As NGOs providing social services and promoting social integration,social work agencies need to cope with various problems such as changes in the social environment,personnel challenges and disruptions in project operations after the occurrence of sudden public events.In order to explore more systematically the current development situation of social work agencies,the difficulties they face and the actions they take to survive and develop,this paper uses qualitative interviews to select the heads of five social work agencies and one person from the administrative unit in Shanghai as the interview sample.The paper explores the current situation of the survival and development of social work agencies in Shanghai,and synthesizes strategies for social work agencies to face and escape from their difficulties,so that it can provide reference and reference for the development of social work agencies and other non-profit organizations,and also promote the rational operation of social work service agencies and the more professional and efficient implementation of social work services.
