As the focus of social governance in China shifts downward,communities have emerged as the first line of defense against potential threats.Community resilience has received increasing focus.The resilience of communities reflects,in part,the degree of modernization of local governance capabilities in China.Due to the heterogeneity of its residents,cultural diversity,diversity of community governance issues,and other characteristics of the international community,the community’s resilience to unexpected public events will be tested and impacted to a greater degree.Therefore,developing international communities’ resilience is of the utmost importance.As one of the effective subjects of international community governance,social workers,with their unique value system and professional services,participate in the practice of community resilience construction alongside multiple subjects of the community,as well as in the prevention and control of epidemic situations in international communities,with positive outcomes.Studying the practical path of social work participation in the construction of international community resilience can enrich the theory of international community governance and inform the practice of community resilience construction.Community resilience is the capacity and potential of the community’s governance system to withstand and resist the impact of internal and external risks and to ensure and restore the sustainable and effective development of governance functions under abnormal conditions by utilizing the community’s internal adaptability and external coordination forces.It embodies the diversity,complexity,and breadth of community functions,such as physical,organizational,resource,psychological,and institutional resilience.Physical resilience comprises the basic green environment and the community’s living environment.In the event of sudden public health emergencies,the community’s infrastructure is the foundation that determines how the community responds to crises,and its flexibility and stability must be reflected.Organizational resilience refers to the capacity of multiple entities, such as community neighborhood committees,community self-organization,residents,and property management,to collaborate in the face of adversity.Psychological resilience is the capacity to integrate formal and informal support,unite culture and trust in the community,encourage Chinese and foreign residents to actively participate in community crisis prevention and self-help,concentrate community residents,and provide psychological support for public health emergencies.Institutional resilience requires that communities promptly demonstrate strong adaptability and enhance their proactive response to crises characterized by uncertainty and overlapping risks.Resource resilience is the sharing and connectivity of information and materials within a community,facilitating the efficient allocation of community resources.Through the empirical evaluation of community resilience construction during the epidemic situation of X International Community and the observation of the foreign community’s situation in the prevention and control of COVID-19,it was discovered that there are numerous issues with the international construction of community resilience,including the lack of institutional resilience for risk response,the lack of organizational resilience for multiple subjects,the lack of physical resilience in community space,the weak psychological resilience of Chinese and international residents,and the lack of resource residents for crisis response.Under the guidance of the theory of community governance,social work adheres to the professional concept,provides professional services,enters the international community,and has completed the following professional practices in the process of building community resilience: investigating needs,understanding community resources,establishing professional relationships,expanding the scope of community trust,creating and operating physical community spaces such as neighborhood centers,integrating community resources,actively incubating community organizations,inviting outstanding Chinese and foreign institutions to settle in,encouraging cultural interaction between China and other nations,establishing a forum for community discussion,mobilizing local and foreign residents,streamlining communication channels;establishing a diversified foreign service platform to provide Chinese and foreign residents with comprehensive and multidimensional services,activating the volunteer service system,aiding residents in conflict resolution,and promoting political and social coordination in the community.According to research,social workers can help build resilience in international communities in the following ways:1.To strengthen the institutional resilience of international community epidemic prevention and control,we must eliminate language-based information barriers,unblock policy access channels,prepare public health event response manuals for various fields,assist in establishing and improving the prevention,emergency response system,participation mechanism,and community care system for sudden public health events in international communities.2.Coordinate the main body of community emergency governance,stimulate the autonomy of multiple domestic and international entities,form a joint force of community resilience governance,establish a community emergency governance mechanism led by the government with public participation and social coordination,respond to the risks posed by sudden public health events,and strengthen the resilience of international community organizations.3.By enhancing community infrastructure and public spaces,constructing and operating international community cultural spaces,community activity spaces,and communication spaces for Chinese and foreign residents,and based on the needs of Chinese and foreign residents,holding themed activities such as "Community Open Day," we hope to increase community awareness and rebuild the physical resilience of international communities.4.Through the intervention of social work services,activate the community life atmosphere,create a cultural background for community integration,strengthen the intervention of psychological problems,build acquaintance communities,eliminate potential crises such as individual and group psychological panic and irrational emotions caused by residents’ cultural differences,and enhance the psychological resilience of international communities.5.Utilize the advantages of social worker resource links and close relationships with diverse resource entities in the international community,establish a community residents committee as the hub based on resident volunteers,promote the formation of resource acquisition channels in emergencies by linking communities,domestic and foreign residents’ organizations,property companies,social work institutions,community shops,and more public welfare organizations,and establish a normalized community epidemic prevention resource mutual assistance network.Build a comprehensive chain of resource delivery and service provision in multiple fields,from resource mobilization to hub coordination to service provision,to improve the resilience of global community resources.
