In recent years,with the strong support and promotion of the national and local governments,community social organizations have developed to a new height.Professional social work is an important force in cultivating community social organizations,which has institutional advantages,conceptual advantages,methodological advantages,and institutional advantages.These advantages all promote social work as a governance entity to better participate in and serve grassroots governance,improve the grassroots governance system,and create innovative governance patterns.Among numerous types of community social organizations,the rise of public service community social organizations has provided new opportunities for the government to transform its public welfare functions,enterprises to enter public welfare undertakings,and individuals to participate in public welfare services.The author has learned that as an important component of social organizations,community social organizations related to public welfare services lack hematopoietic capacity,have a relatively single source of funding,excessive dependence on the government,and lack of their own management capabilities.Therefore,it is necessary to focus on cultivating and developing such community social organizations.This paper takes the "Old Neighborhood" volunteer service team,a community social organization of J community public service in D City,Hubei Province,as the research object.Through participatory observation,interviews and other methods,the theory of empowerment and empowerment is used to enhance the self hematopoietic capacity of community social organizations and promote the participation of multiple subjects in Community Governance.Showing the process of social work intervention in community social organizations,developing and cultivating community social organizations related to public welfare services,thus identifying the development difficulties of community social organizations related to public welfare services,and proposing targeted work strategies for social work intervention in community social organizations related to public welfare services.Under the guidance of the theory of empowerment and empowerment,the author summarizes the concept of cultivating community social organizations for public welfare services in social work as follows: "basic training+normative guidance+developmental exploration".The specific process can be divided into three levels;The first level is individual empowerment,with the main goal of helping community social organizations build capacity,promoting awareness among members and organizational leaders,and enhancing the service awareness and ability of organizational members.The second level is organizational empowerment and empowerment,mainly including helping organizations integrate relevant resources,improve organizational system construction,and expand their organization.Enhance the organization’s self hematopoietic capacity so that it is not completely dependent on government funding,ensuring that the organization can continue to rejuvenate after the withdrawal of social workers.The third level is empowerment and empowerment at the community level,mainly through the establishment of community social organization federations,resource banks,volunteer service point exchange systems,the creation of the "Old Neighborhood" public welfare brand,the creation of a public welfare atmosphere within the community,and the participation of more and more residents in public welfare.It helps the "Old Neighborhood" volunteer service team grow into a mutual aid community social organization initiated by residents,participated by residents,and benefited by residents.
