In the field of basic education,with the materialization of the "double reduction" policy measures,after-school service has gradually developed into a public education issue that parents are concerned about,and schools are concerned about and the society is hot.The rise of after-school services not only reflects the mismatch between parents and school time,but also reflects the higher requirements of society and parents for the quality of education.To some extent,the comprehensive development of after-school services becomes more urgent from someone taking over to quality educational activities.Under the background of the "double reduction" policy,after-school service is required to "improve quality and upgrade" under the full implementation of the Party’s education policy,just like daily education and teaching work.Therefore,this study starts from the representation of practical problems of after-school service to find the cause of the problems and then explore the solutions of the problems.First of all,through the analysis,induction and sorting of literature related to after-school services at home and abroad,the main research angles and research results at the present stage are clarified,and then the main research direction is determined.The purpose is to provide better countermeasures and implementation plans for the comprehensive development of after-school services through academic research and theoretical analysis,to construct after-school services effectively,and to maximize the effectiveness of policies.Secondly,this paper mainly adopts questionnaire,interview method and field observation method in-depth sampling investigation about the present situation of after-school service implementation,summarizes the problems in the process of service for characterization of after class is mainly after-school service independent of time and space limited,the content and form a single,teachers’ participation in insufficiency,the imperfect evaluation system,parents and teachers are biased in their cognition of after-school services,etc.After analyzing the causes,it can be concluded that the specific causes are limited play of after-school functions due to lack of school resources,disagreement on the demands of after-school services,fuzzy boundary of after-school service rights and responsibilities,narrow function of the service evaluation system,the formal understanding of the subject ideology and so on.Finally,according to the problem representation and the attribution analysis in the development of after-school service,corresponding countermeasures and suggestions are put forward based on the in-depth implementation of the policy goal of "double reduction",so as to effectively promote the sound development of after-school service system.In based on the analysis of countermeasures put forward the optimization strategy of three aspects: In terms of practical design,a flexible system is implemented in terms of students leaving school.Teachers should follow the laws of education to conduct differentiated teaching,and actively implement a flexible working system,combined with online and offline after-school service forms,to achieve the diversification of service forms.The course content should be rich and local.In terms of ideological understanding,it is necessary to stimulate the enthusiasm of teachers to participate,strengthen the consciousness of school principal responsibility,and promote the consensus of home-school community service.In the management mechanism,establish effective supervision responsibility mechanism,multi-party fund sharing mechanism and risk management mechanism.
