With the changes of the main contradictions in China.the main tasks to be faced by social governance are also changing.and grassroots governance as the foundation of the entire social governance system has received more and more attention.After nearly 20 years of practice.the professional advantages of social work in grassroots social governance have been verified.and on this basis,in order to "open up the last mile of social governance",the construction of township(street)social work stations has become a new exploration for the state to cope with the problems of grassroots governance.The establishment of township(street)social work stations is an important affirmation of the Ministry of Civil Affairs for social work as a social force,and undoubtedly brings new development impetus to the L area where the development of social work is relatively weak.This paper takes the construction of township(street)social work stations in L city in North China as the research object.takes community governance theory.collaborative governance theory and embedding theory as the basis.and studies the construction of L township(street)social work station through participatory observation.semi-structured interview and text analysis method in field research Township social work stations and G street social work stations are examples to grasp the overall construction level of L City.Through the study of the overall construction of L City.it is believed that the construction and operation of township(street)social work stations in L City have the characteristics of field differences.resource differences.service differences.model innovation.supervision consistency and collaborative governance.Through the analysis and elaboration of different characteristics and the understanding of the overall state.it is believed that the current construction of social work stations in L City has the development dilemma of insufficient financing and use.insufficient professional talent team.insufficient collaborative participation of various subjects in the project operation process.and lack of professional network service platform The main reasons for the analysis are the lack of institutionalized fund guarantee mechanism.the lack of institutional arrangements for professional talent training and multi-subject participation.the weak awareness and participation ability of multiple subjects.the weak foundation of social work.and the imperfect policies and regulations.After summarizing the overall situation of the construction of township(street)social work stations in China and drawing on the typical experiences of Guangdong and Hunan in the areas of China’s first construction of township(street)social work stations.he put forward countermeasures and suggestions for improving the construction of township(street)social work stations in L City.believing that at the micro level.it is necessary to clarify the role positioning of social work stations.get rid of the trap of "administrativeization".guide the participation of multiple subjects.condense community resources.give play to professional advantages.and open up the "last mile" and other directions;At the meso level.it is necessary to strengthen the design of organizational structures.improve the management and operation system.improve the salary and treatment of social workers.improve the work performance appraisal system.promote the linkage of social work institutions.and consolidate the foundation of professional services;At the macro level.it is necessary to improve the top-level design.improve relevant policies.strengthen talent cultivation.enhance service professionalism.strengthen the evaluation process.and improve the supervision system.Through three levels of optimization suggestions.we will help the construction and operation of township(street)social work stations in L City for a long time and efficiently.
