Research On The Establishment And Evolution Of Street Social Work Stations From The Perspective Of Process Event

The 2021 government work report pointed out that "we should vigorously develop social work".As the administrative department in charge of the construction of social work talent team,the Ministry of Civil Affairs held a promotion meeting last year,taking the construction of township(street)social work stations as the core content of the construction of social work talent team during the 14 th Five Year Plan period,and requiring the full coverage of township(street)social work stations during the 14 th Five Year Plan period.The construction process of social work stations has also become a major social problem concerned by academia and administrative departments.Based on the case of Xuri street social work station in Y District,Y City,Heilongjiang Province,this study conducted in-depth interviews with social workers,street workers and government personnel by using the method of field research,and used the "process event analysis" as the theoretical framework to explore the internal relationship and influence of the three on the construction of social work station.The main body of this paper is the third and fourth chapters.Taking the establishment of the first social work station in Y City as the background,this paper describes the interactive process between the three in the establishment process and the handling methods after contradictions.From the whole process,social workers have experienced four stages: expectation,enthusiasm,disappointment and negotiation,while the corresponding government has experienced four stages: perfunctory,squeezing,coercion and negotiation.Research findings: 1 The unclear functional authority between departments is largely due to the imperfect system of governments at different levels and the conflict and interleaving of administrative mechanism,which leads to and forms a complex institutional environment of social work stations.2.For the social organization in the construction process,we can use this theory as the analysis framework.3.Social organizations thus form a "strong attachment" relationship with the government.The government forms a "weak dependence" relationship with social organizations.4.The indifference of government departments to the independent value of social workers is rooted in the concept.Social workers are still strictly controlled,which is far from the concept conveyed by our social workers to the society,that is,the service concept of helping service objects improve and improve social functions and promote their integration into the society.Moreover,almost all the initial social work stations in the country need the government's resources and policy support,which makes it difficult to change the government's management methods and attitudes towards social work organizations in a short time.
