Abstract/Summary:
At present,all parts of the country are accelerating the construction of township(street)social work stations.Through the construction of social work stations,we intend to guide and foster a number of social organizations that are willing to take root in the grassroots and undertake the purchase of civil affairs services,and radiate the implementation of a number of characteristic social work service projects in the civil affairs field.Professional social work personnel team to supplement the grass-roots civil affairs service force,with large-scale social work stations to strengthen the grass-roots civil affairs work position,with standardized social work to improve the efficiency of grass-roots civil affairs service.There have emerged typical examples represented by Guangdong’s "Double Hundred Plan" and Hunan’s "He Plan".The construction of social workstations and the cultivation of social work talents have formed a set of mature practical experience.However,in Y District of Ningxia,a remote mountainous area of ethnic minorities,the construction of social workstations and social workers has obvious lag and distinct ethnic characteristics,and is far behind other regions.The author took advantage of the advantages of ethnic minorities as an intern to conduct a professional internship for more than 9 months during the construction of township social work station in Y District,and actively participated in the third-party supervision and evaluation of the construction of township social work station.During this period,as a resident social worker of the township social worker station,I was able to promote the project operation on the spot;as a third-party supervisor,I was able to conduct in-depth observation and face-to-face interview with resident social workers,and conducted in-depth research on the resident social workers in 14 township sections of the ethnic minority Y district.According to the author’s analysis,there are some problems in the construction of talent team in minority Y district,such as low salary level of social workers,poor career promotion channels,large gap in professional quality,lack of professional identity,non-standard social work industry system,lack of supervision system,formality and lack of evaluation of training courses,difficulty in attracting talents in minority areas and low service quality.In this paper,from the perspective of endogenous research,combined with the incentive security theory,this paper discusses the causes of these problems from the perspectives of multiple subjects such as the government,social work institutions,local universities and social workers.Based on the theory of human resource management,the following countermeasures are proposed: Formulate and improve planning system,build local social work station projects,formulate and improve policies and systems,enhance industry recognition,formulate and improve recruitment system,strengthen job demands,formulate and improve training system,strengthen theory to guide practice,formulate and improve incentive system,strengthen social worker security,formulate and improve publicity system,enhance social influence,etc.In order to put forward a feasible path for the minority Y district village social work station talent team construction and social work localization development.
