Research On The Professional Advantages Of Social Work Stations In Townships(streets)

In 2021,the Ministry of Civil Affairs proposed to accelerate the construction of social work stations in townships(streets),an initiative that has effectively promoted the localisation and professionalisation of social work.Social work stations are a new phenomenon in the development of social work in China.They need the support and participation of the government,communities and social forces in order to better utilise the professional advantages of social work and highlight the special expertise of social work to provide social services for the solution of grassroots livelihood issues.The construction of social work stations is about the professional development of social work and the social equity and welfare well-being of the disadvantaged and vulnerable groups.In the process of the construction of social work stations,we always adhere to the demand-based and people-oriented approach,so that social work stations are relevant to the objectives of grassroots social governance in terms of professional development.Looking at the current status of the construction of social work stations,there is still a gap in the construction of full coverage of social work stations at the grassroots level.Therefore,it requires a wealth of practical experience to promote the construction and development of social work stations in accordance with the local conditions.The operation mode of social work stations basically relies on the government to carry out specific services,focusing on the main responsibilities of civil affairs,and implementing social assistance and social work professional services for grassroots groups in need and vulnerable groups.This paper will focus on the following aspects: Firstly,it will review and summarise the existing research findings as the basis of the study,analyse the pioneering experience of social work stations,explore the development status of social work stations under the collaboration between the government and the society,and discuss the development status of social work stations based on the development of grassroots services in social work.Secondly,the basic status quo of the case social work station is explored,and its operational mode of construction,service content and basic characteristics are analysed.Thirdly,the connotation of the professional advantages of the social work stations and the ways to bring them into play are analysed,and the influencing factors on the professional advantages of the stations are explored,followed by suggestions for optimising the professional advantages of the stations.The construction of social work stations from scratch and how to achieve the development from scratch need to focus on the professional advantages of social work stations to intervene in various fields at the grassroots level,and social work stations mainly use group work,community work,case work and other professional methods to focus on the target of civil affairs work and carry out social service activities with unique social work characteristics."The 14 th Five-Year Plan period is a critical period for the development of social work stations,which will be deeply embedded in the grassroots level and continue to contribute to grassroots social governance and livelihood services.This study focuses on the professional advantages of social work stations through the perspective of embedding,and finds that the professional advantages of social work stations are mainly reflected in their professional working methods,their ability to mobilize and integrate resources,their ability to focus on special groups more precisely,and their expertise in promoting multi-party joint and collaborative governance.The general idea of the construction and development of social work stations in Guizhou is to build social work stations mainly by social work organisations undertaking government purchased services projects,and to spread them in five stages.However,there are also factors that affect the professional advantages of social work stations,mainly in terms of professional supervision,assessment and training,professionalism of the undertaking organisation and the qualification of social workers,the way in which the government purchases services and the scope of services,grassroots administrative work and professional services,etc.There is a need for improvement,mainly based on the overall low awareness of social work stations.On the whole,social work stations are embedded in the grassroots level in collaboration with various departments,serving the disadvantaged and needy,promoting social harmony,and realising pluralistic and effective cooperative governance is conducive to the professional advantages of social work.At the same time,attention should also be paid to the challenges of deviations in policy implementation,insufficient endogenous motivation and the transformation of administrative services.Finally,further reflections are made to suggest the optimization of social work stations to bring into play their professional advantages:to bring into play the platform advantages of social work stations,to improve the top-level design and regional supporting policies,to develop the construction of local social organizations,to promote multi-faceted governance,to smooth the channels of collaborative and cooperative governance,to strengthen the construction of talent teams,and to improve the governance efficiency of social work stations.
