Research On Professional Issues In The Service Transmission Of Street Social Work Stations From The Perspective Of Policy Network

Under the background of further promoting the modernization of the national governance system and governance capacity,social work professional services have developed rapidly,the construction process of street social work stations has been accelerating,and the problems of lack of grass-roots social services and shortage of social workers have been alleviated.At the same time,the professional problems of service transmission in street social work stations have become increasingly prominent : lack of standardized policy system guarantee,weak scientific working methods,and difficult to achieve the expected effect of service transmission.Therefore,it is necessary to analyze the factors that affect the professionalism of street social work station service transmission,so as to explore the optimization path of professional problems,and enrich the research perspective and content of street social work station professional problems.Under the guidance of the policy network theory,this study takes the C street social work station in L District of Z City,Fujian Province as a case study object,and uses the participation observation method and the semi-structured interview method to understand the professional problems existing in the service transmission process of the street social work station.And through the analysis of the cooperation process between the policy community,intergovernmental network,professional network,producer network,issue network and other dimensions of the ’ Roots model ’ in the policy network theory framework to explore the factors affecting the professionalism of the C street social work station service transmission process and its optimization path.The study found that the professionalism in the service transmission process of street social work stations is influenced by many factors,such as political and social relations,salary system,professional foundation,training system,residents ’ participation and so on.The enlightenment of the above research findings is that the optimization of professional problems in the service transmission process of street social work stations can be combined with the three evaluation criteria of the standardization,scientificity and effectiveness of the service transmission of street social work stations,from the three aspects of environmental support,service provider and actual demand side.Specifically,there are the following suggestions : policy community to improve policies and regulations,intergovernmental network to strengthen the level of cooperation,professional network to strengthen supervision and communication,producer network to improve the construction of talent training system,residents to enhance their own subjective awareness and service platform to smooth feedback channels.
