Research On Performance Evaluation Of Statistical Work In TongShan District

The effectiveness of statistical work will directly affect the local government’s grasp of the macroeconomic situation and jeopardize the government’s decision-making.At the same time,it is also of great significance to enhance the government’s credibility,promote economic and social development,and stabilize the social order.With the development of the times,the demand of the government and the public for statistics is gradually increasing.Measuring the effectiveness of statistical work,finding out deficiencies,and improving them is a subject worthy of study.Based on the new public management theory,performance management theory and incentive theory,this thisis uses the latest development of the balanced scorecard method in the field of public management,combined with my actual work experience,selects the statistical work in Tongshan District of Xuzhou as the research object,and analyzes the existing performance evaluation system to identify existing problems and their causes.On this basis,a set of performance evaluation system was designed using the Balanced Score Card method.From the four dimensions of financial dimension,service object dimension,internal business process dimension,and learning and growth dimension,combined with the actual situation of statistical work in Tongshan District,18 evaluation indexes were selected.The weights of each evaluation indexes was obtained and determined by the analytic hierarchy process and expert scoring method.Finally,a set of performance evaluation systems of statistical work in the Tongshan district was reconstructed.Based on this framework,the completion of statistical work in the Tongshan District in 2020 was applied,and the existing shortcomings were found through the analysis results.The feasibility and practicability were verified.The suggestions and Countermeasures to improve the statistical performance were put forward according to the analysis results.Through calculation,the performance evaluation score of statistical work in the Tongshan District in 2020 is 73.7 points.This score reflects that there are still deficiencies in statistical work,and there is much room for improvement.The detailed evaluation results are given at each index point,which objectively and carefully reveals the specific shortcomings and the improvement direction.The results are too general in the previous evaluation methods,and the ranking subjectivity has a significant impact,which is not conducive to further improving statistical work.The approach proposed in this thesis is relatively balanced and easy to operate as much as possible and has the value of popularization and application in future work.This thesis puts forward the following suggestions and countermeasures to promote organizational strategic objectives and further improve the efficiency and effectiveness of statistical work.The Tongshan District statistical system should improve the local government assessment system and establish a rational assessment system;refine the assessment methods for statistical work objectives,and improve the main body of statistical responsibility;optimize the statistical process and improve the data quality control system;innovate and develop statistical products,promote information sharing;strengthen the construction of talent team and improve the quality of statistical business;strengthen statistical publicity,improve statistical legal awareness.
